To promote gratitude movement

The well-implemented gratitude movement leaves no socially-privileged family in Binh Duong Province behind the gratitude regime. The live hood of those people contributing to the nation has been equal or betters the average of local commoners. To know more about this, Binh Duong Newspaper interviewed Huynh Thi Hong Thu, Deputy Director of Labor, Invalids and Social Affairs.

Reporter: Madam, can you inform us of the gratitude implementation in recent years?

Mrs. Huynh Thi Hong Thu: Recently, the preferential treatment preserved for people of contribution to the nation in Binh Duong Province has been well implemented. Over 52,000 profiles are managed by the regulations. Our tasks are to consult with Binh Duong Provincial People’s Committee for gratitude treatment to people of contribution to the nation during the revolutionary processes. We have consulted for direction of localities and related departments to take care of the people of contribution to the nation. Since 1997, 683,000 turns of such people have been gifted at the cost of over VND 350.700 billion and all the heroic mothers have been sponsored by organizations and individuals till the end of their lives at month allowances of VND 400,000 – 1,000,000; 116 heavily injured war veterans and families of martyrs in hardship have been supported and taken care of.

By the attention and in-depth direction of Binh Duong Provincial Party Committee, People’s Council, People’s Committee, and Fatherland Front Committee along with support of agencies, unions, enterprises, kind-hearted people, the people of contribution to the nation have been offered preferential treatments of the State in timely and genuine manner. They are enjoying good material and spiritual life time. Accordingly, 99.81% of them are living lives equal or higher than local commoners. And, Binh Duong Province is one out of two provinces approved by Ministry of Labor, Invalids and Social Affairs for having all communes, wards, and townships doing well in helping injured war veterans and people of contribution to the nation. By now, the achievements have been retained.

Reporter: Under Decision 22/2013/QD-TTg of Prime Minister, the people of contribution to the nation are to receive VND 20-40 million of fund per 1 charity house built for them. Is the amount enough to help those in hardship build their houses? What measures to be consulted with Binh Duong Provincial People’ Committee?

Mrs. Huynh Thi Hong Thu: Under Decision 22/2013/QD-TTg of Prime Minister, VND 40 million will be disbursed for 1 new charity house and VND 20 million to repair it. In Binh Duong Province, the amount has been determined to be VND 60 million for 1 new house  and VND 30 million to repair it in accordance with Notification No. 223/TB-UBND of Binh Duong Provincial People’s Committee Chair after a session approving plans for constructing and repairing charity houses in 2011. By implementing this decision and making use of other supporting funds and social contributions, we have offered them with more funding beyond the State’s budget. Thus, for the time to come, I believe that they will be offered funding higher than VND 60 million for a new charity house. By our efforts from 1997 through 2013, 5,613 charity houses at the cost of over VND 101 billion have been built to express our gratitude to them. The funding has been made from central government budget, provincial budget, and extraction from gratitude fund. Accordingly, from 1997 to 2011, the funding for 1 new charity house has been VND 40 million and VND 20 million for repair. From 2011 to today, the amount has been increased to VND 60 million and VND 30 million accordingly.

Reporter: In 2015, what will be made in Binh Duong Province to take care of those people of contribution to the nation, madam?

Mrs. Huynh Thi Hong Thu: To maintain thorough and continual gratitude activities, we have consulted with People’s Committee for issuing Plan No. 2179/KH-UBND dated June 30, 2015 on fund raising for Gratitude Fund in 2015 and issuing a letter calling for support to the fund so that “the care will be better, ensuring living standards of socially-privileged families to be equal or higher than local commoners.” Besides, we have consulted for gift visits to socially-privileged families, visits to martyr monuments and charity house awarding.

 

For the time to come, we will intensify propaganda to socialize the care for people of contribution to the nation; to expand the movement of the whole public taking care of war veteran and martyr families; to concentrate on building effective drives for Gratitude Fund; to gather forces and coordinate other programs to offer better conditions to people of contribution to the nation, socially-privileged families in hardship, helping them to settle down.
