Timely tax returns
Mrs. Nguyen Ngoc Dung, a worker at Hoang Sinh Import-Export Joint Stock Company (Hoa Phu Ward, Thu Dau Mot City), shared that 4 months ago her family life fell into difficulty when the company owed several months' wages. After the authorities intervened and demanded the company to settle the wages for the workers, she was paid 2 months' salary by the company. "When I see my salary transferred to my account, I am very happy. I am very grateful to the relevant agencies for actively supporting in solving difficulties for workers," Mrs. Dung said.
Before that, according to the report of the provincial functional agency, Hoang Sinh Import-Export Joint Stock Company owed salaries for April, May, and June to about 850 workers; owed social insurance from April 2023 to August 2024, equivalent to more than 26 billion VND. Therefore, at the end of July 2024, more than 1,000 workers of this company collectively stopped working to demand the company's leadership to pay wages. Mrs. Nguyen Thi Hong Van, Head of the Propaganda and Taxpayer Support Department of the provincial Tax Department, said that immediately after receiving the tax refund file from Hoang Sinh Import-Export Joint Stock Company, the specialized departments of the provincial Tax Department quickly reviewed and coordinated with relevant agencies such as the treasury and banks to minimize the time for tax refund for the company. After 2 days of receiving the company's documents (on August 2), the provincial Tax Department has decided to refund the company with an amount of 23.2 billion VND. After deducting the company's remaining tax amount, the actual refund amount received is over 22.8 billion VND.
Not only Hoang Sinh Import-Export Joint Stock Company, many businesses in the province are supported by the tax sector to complete procedures, have full documents, and have received tax refunds quickly. Mr. Nguyen Van Luong, accountant of Sung Bu Global Limited Company (Tan Uyen City), said that the tax refund process in Binh Duong province is quickly resolved, creating favorable conditions for businesses to quickly rotate capital, improve efficiency in capital utilization, and contribute to the development of production and business in an unprecedented offorts of tax authority.

Mr. Nguyen Van Cong, Director of the provincial Tax Department, said that by the end of September 2024, the number of tax identification codes increased by 2,613 businesses compared to the same period in 2023. In addition, there are many new businesses and those returning to operation, resulting in a large number of tax refund applications. Therefore, the provincial Tax Department is always making efforts to quickly implement digital transformation. In particular, the unit has completely processed electronic files, without any paper documents, ensuring compliance with procedures and being monitored by an automated system, with high accuracy.
According to tax authorities, there are currently 2 ways to refund taxes: Refund before post-audit and post-audit before refund. In fact, nearly 80% of value-added tax refund cases under the refund before post-audit category have been resolved by the tax authorities within 6 working days. The remaining amount, many businesses request a large tax refund but the tax refund documents show signs of violation, risks, so the tax authorities need time to verify, even some cases are transferred to the police for investigation.
To quickly resolve difficulties for businesses, the provincial Tax Department is implementing a new tax refund process from the General Department of Taxation. Along with that, the provincial Tax Department directs functional departments of the unit to expedite the processing progress, resolve VAT refund files for taxpayers, and at the same time organize supervision of the full and strict implementation of each step of the tax refund process according to the regulations of the General Department of Taxation.
For cases requesting VAT refund that meet the conditions, the provincial Tax Department promptly issues decisions to refund VAT to businesses, ensuring compliance with the prescribed deadline. For cases requesting VAT refund that do not meet the conditions for refund or are not refunded, the provincial Tax Department issues a written notification to inform businesses. The provincial Tax Department always strives not to prolong the retention of taxes, ensuring the timely resolution of tax refund applications by taxpayers as prescribed.
In the first 9 months of 2024, the provincial tax authority issued 2,825 decisions on VAT refund, implementing VAT refund with a total refunded tax amount of 17.778 trillion VND, equal to 63.49% of the estimated VAT refund for 2024, an increase of 14.9% compared to the same period in 2023.
