To step by step recover the economy in new normal state

The realization of growth targets in the last months of 2021 mainly depends on the recovery of production and business of enterprises. The province is step by step resuming economic activities, while guaranteeing the safety and health of people, and bringing production and business activities back to the "new normal" condition, to help provincial economy recover and regain growth momentum as soon as possible.

To apply effective solutions

During the third quarter of 2021, although the province's economy developed but showed signs of slowing down and development indicators all grew, the growth pace decreased markedly compared to the previous two quarters. Tthe province's budget revenue accumulated in 8 months reached VND 44,900 billion, up 16% over the same period last year, reaching 76% of the estimate. However, excluding some revenue spikes, the revenues, especially from business sectors, were lower than in the same period last year. Most indexes of industrial production, total retail sales of goods and services, export and import turnover decreased compared to the previous month and the same period last year. The supply chain of raw materials was limited, transportation costs were high; obstacles in public investment received attention and solved, however, some works and projects were still behind schedule, and took a long time for settlement...

According to Trinh Hoang Tuan Anh, Deputy Director of provincial Department of Planning and Investment, from the fourth Covid-19 wave, many companies in the province have tried to maintain production and business activities by different methods, such as "three-on-site", "one-road, two-location", but the result has not really been satisfied as expected. Enterprises are facing many difficulties, such as: High production costs, shrunk input of materials and capacity, F0s appearing in enterprises, labor shortage because workers have not returned to Binh Duong... These affect the ability to restore production and industrial service development targets in the last months of the year.

Therefore, provincial leadership has been strengthening effective solutions to help businesses stabilize production and business. Recently, the province has issued a plan to implement tasks and solutions to recover and develop socio-economic sectors after a period of strict social distancing. For instance, the province promptly solve difficulties and problems of businesses. All government levels and branches continue to accelerate administrative procedure reform, improve the business environment; expand import and export markets; effectively implement preferential policies…

To prepare well for the comeback

The realization of growth targets in the last months of 2021 mainly depends on the results of disease prevention control and the ability to resume production and business of enterprises. Accordingly, the effectiveness and duration of disease control will determine the stability of labor, the recovery process, and bring back new normalcy to localities in post-lockdown period.

On the basis of careful assessment of the situation, the Provincial People's Committee has issued a document to direct departments, agencies, districts, towns and cities to recover socio-economic activities in the new normal state. Thus, after the end of social distancing, Binh Duong will loosen and gradually restore production and business. Specifically, in order for businesses to be able to manufacture safely, industrial companies need to continue registering for operation under the "three-green" model.

To business households, food stores, catering services, necessities serving the demands of people, districts, towns and cities, based on regulations, assessment of risk levels of , and corresponding administrative measures in disease prevention control, each municipality shall consider and decide to allow the reopening of industries, business sectors and conventional markets, but must ensure the requirements  disease prevention and control.

Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee: The most important solution is still adequate Covid-19 vaccine for forces involved in production, business activities, and allow these forces to commute and return to work. The province will gradually restore economic activities, depending on the development of the disease situation, with safety as the top priority. At present, the Covid-19 is still raging and the difficulties are lingering. Hence, the province is gradually coming up with more practical solutions and suitable countermeasures for each people groups, each industry and each municipality. In particular, everyone needs to understand the "dual goal" of fighting the pandemic to protect people's health while sustaining the "health" of the economy; fighting the pandemic while being ready for the restart of economic activities.
