To strive for fulfillment of targets in 2022

In the morning of January 13, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee chaired an online conference on implementing socio-economic development and the 2022 budget estimation, draft implementation plan of Resolution No. 01/NQ-CP on the main tasks and solutions to implement the socio-economic development plan and Resolution No. 02/NQ-CP on improving the business environment and raising national competitiveness. Attending the conference was Mr. Pham Van Chanh, Standing provincial Party Committee, Chairman of provincial People's Council, Deputy Chairman of the provincial People's Committee and leaders of departments, agencies and sectors.

Developmental momentum created

According to the report of the provincial People's Committee, in 2021, despite being heavily affected by the COVID-19 epidemic, the province's socio-economic development still has bright spots in a number of areas. Gross domestic product (GRDP) was estimated to increase by 2.79% compared to 2021; the proportion of industry - construction, service, agriculture - forestry - fishery and product tax minus subsidies in the respective economic structure were estimated at 68.12%, 21.42%, 3, 1%, and 7.36% accordingly; GRDP per capita was estimated at VND 153.6 million a year; index of industrial production (IIP) was estimated to increase by 4.5%; total retail sales of consumer goods and services was estimated to increase by 3.4%; export turnover was estimated to increase by 13.5%; import turnover was estimated at 14.7%; total investment in social development was estimated to decrease by 4.3%; estimated total budget revenue in 2021 would reach VND 61,200 billion; total expenditure for balancing the local budget was estimated at VND 32,201 billion; FDI attraction was estimated at over USD 2 billion. Security, social welfare and other social fields have been guaranteed and people's lives are stabilized.

Speaking at the conference, Mr. Vo Van Minh acknowledged the efforts of all levels, branches, units and localities in performing the "dual tasks" of both preventing the epidemic and ensuring the socio-economic development goals. Despite being heavily affected by the COVID-19 epidemic, the province's socio-economic status still had bright achievements thanks to the result of the joint efforts of the entire Party Committee, investors, businesses and all classes of people in the province as an important foundation to create motivation to achieve the higher growth target in 2022 and the following years.

Focal epidemic prevention and control to recover and develop

In order to continue to create a stronger change in the business environment and improve competitiveness to contribute to the successful implementation of the goals and tasks of the socio-economic development plan in 2022, the main goal in 2022 is to continue to effectively prevent and control the COVID-19 epidemic, quickly restore and develop production and business with focus on supporting and removing difficulties for businesses and employees but not to weaken the long-term growth drivers, focus on improving the quality of growth on the basis of digital transformation, digital economy, and circular economy, mobility of maximum resources to accelerate investment in infrastructure, especially traffic infrastructure, as a premise for building Binh Duong to develop sustainably in the direction of a smart, civilized and modern city, attachment of importance to cultural development to ensure social security and people's life, prioritized investment resources to improve the operational efficiency of the health system, especially grassroots health care, preventive medicine and health human resources, assurance of national defense and security and maintenance of social order and safety.

In 2022, the provincial People's Committee identifies 34 key indicators of growth of gross domestic product (GRDP) to reach 8 - 8.3% compared to 2021, the proportion of industries - construction, services, agriculture - forestry - fishery and product tax minus product subsidies in the economic structure to be respectively 67.41%, 21.87%, 3.04 % and 7.67%, index of industrial production (IIP) to increase by 8.9%, GRDP per capita to be about VND 169.8 million a year, export turnover to increase by 14.5%, import turnover to increase by 17%, total state budget revenue in the area to reach VND 60,000 billion, total expenditures to balance the local budget to reach VND 20,682 billion, total retail sales of consumer goods and services to increase by 16%, attraction of foreign direct investment capital to reach over VND 1.8 billion.

Regarding the implementation plan of the government's Resolution No. 01/NQ-CP and the socio-economic development plan in 2022, the provincial People's Committee requires all levels and branches absolutely not to be subjective, neglect, or lose vigilance but must continue to focus all resources, maintain the "new normal" to ensure safety and efficiency. The provincial People's Committee also requires departments, agencies and sectors to actively coordinate in implementing the State budget estimation in 2022 in accordance with current regimes and policies, to effectively use state resources and mobilize maximum social resources to invest in socio-economic infrastructure of the province, especially transport infrastructure and socio-cultural infrastructure.

Concluding the conference, Mr. Vo Van Minh emphasized that for Binh Duong to continue successfully implementing the tasks, targets and plans of 2022, the requirements of each level, each branch, each unit and locality, each key leader are based on the actual situation to direct and operate proactively, flexibly, creatively, drastically, in the right direction, with focus, focus and efficiency on tasks, key solutions proposed to uphold the spirit of solidarity, self-reliance, prioritized resources and to effectively implement the program of COVID-19 epidemic prevention and control and recovery and development, to ensure security, order and social safety, and to improve the income and living standards of the people. Mr. Vo Van Minh noted that during the time, units and localities have strengthened measures to ensure a joyful, healthy, safe and thrifty Lunar New Year.
