Towards a centrally-controlled municipality

Thanks to the local Party, government and people’s flexibility, creativeness in leadership and implementation, Binh Duong has emerged on Vietnam’s economic map. The province is also taking many measures to become one of the centrally-controlled municipalities by 2020.

To become an industrial city

Tran Thanh Liem, Vice-Chairman of provincial People’s Committee said that thanks to having flexible thought, Binh Duong has created comprehensive breakthroughs and become one of the country’s localities with the fastest economic growth.

Based on achievements done, the Prime Minister’s Decision on adjusting Binh Duong’s overall plan on socio-economic development till 2020 and supplementary plan towards 2015, Binh Duong will become a centrally-controlled municipality by 2020. Accordingly, Binh Duong will be one of the southern key economic zone’s modern and civilized cities, strongly affecting neighboring localities and regions. This will be a city with rapid and strong economic growth and economic structure shift.

Once becoming a centrally-controlled city by 2020, Binh Duong will be one of the southern key economic zone’s big industrial hubs; also be a place focusing on hi-tech, auxiliary industries and  processing ones for export. This will be also an industrial city in association with urban development and it will promote the local industrial-service-urban development towards modernity, civilization and effectiveness; form up industrial compounds in close coordination with the operational effectiveness of small and medium-sized enterprises; simultaneously foster industrial manufacture in association with environmental protection, ensuring national defence-security in the field of industrial manufacture…

Feasible measures

To achieve the set targets from now till 2020, Binh Duong has put forward concrete measures, including perfecting key roads carried out during the 2011-2015 period to make investment in infrastructure works for regional connectivity; teaming up with ministries, central and local sectors to deal with obstacles in terms of infrastructure to take initiative in regional connectivity; perfecting infrastructure and putting focus on luring enterprises making investment in industrial parks in the northern region of the province.

The province will also pay attention to reforming administrative procedures to be able to easily absorb social resources; focus on developing hi-tech and auxiliary industries. Regarding training work, the province will attach special importance to training human resources at the local demand for production, trade and services; step by step form up educational systems that are prestigious with high quality…

To effectively take the above measures, investment capital is the most important and essential condition. The province’s socio-economic infrastructure development in the coming time requires great capital, according to leaders of provincial Department of Planning and Investment. But, investment capital from State budget only accounts for nearly 10% while the remainder will be mobilized from the society. The province’s measure is to mobilize all social resources to create investment capital for the local socio-economic infrastructure development. The measure is very feasible as its efficiency was upheld over the past time and it will further create a driving force for Binh Duong to become a centrally-controlled city in the coming time.
