Towards a professional and contemporary administration in CPV agencies

Digital transformation, both in general and specifically within CPV agencies, is an inevitable trend. The integration of information technology and digital transformation into the operations of Party agencies not only enhances the effectiveness of Party activities but also fosters a professional, modern, flexible, and convenient working environment. 

Advancing reforms 

The implementation of the digital transformation project within CPV agencies in Binh Duong has positioned it as one of three units selected by the Central Party Office to pilot applications of this initiative. With a commitment to maximizing the effectiveness of digital transformation and administrative reform in CPV agencies and mass organizations throughout the province, the provincial Party Committee has unveiled the digital transformation platform and strategy aimed at 2030. This marks a significant advancement towards professional administration in Party agencies, facilitating operations that are effective, efficient, and streamlined through various platforms, including a digital data platform, an electronic information page for soliciting feedback on draft documents from CPV congresses at all levels, and a comprehensive digital office super application platform.

Consequently, Binh Duong provincial Party Committee has established a digital data platform, implemented numerous applications, and digitized 100% of the aggregated information. Daily, this platform supports the leadership and directives of the Party Committee; digitizes 100% of current documents; and digitizes 100% of Party member records, which have been stored, accessed, and utilized. The electronic information page for soliciting feedback on draft documents from Party congresses at all levels gathers input and comments from both the public and Party members within the province regarding these draft documents. This initiative represents a democratic and transparent process, contributing to the alignment of documents with reality, addressing the aspirations of the populace, and guiding appropriate development in the new era.

The provincial Party Committee has developed a digital office super application platform featuring over 21 primary functions, consolidating various applications into a single, cohesive system based on a unified, interconnected architectural model. Notably, the platform incorporates an AI virtual assistant to enhance leadership, management, direction, and operations, thereby fostering innovation in leadership methodologies, work styles, and administrative reform within Party agencies. Additionally, the "Digital Meeting Room" application utilizes information technology to facilitate meetings and conferences, emphasizing the electronic distribution of documents to delegates (excluding confidential materials), which significantly reduces the reliance on paper documentation. The Electronic Party Member Handbook application offers the distinct advantage of allowing Party members to easily search, study, view, and download documents and texts, as well as directly access content and information on both computers and smartphones.

Establishing a contemporary management information system 

To foster significant changes while simultaneously executing the Digital Transformation Project within the Party agencies of Binh Duong province, the Standing Committee of the Provincial Party Committee has firmly directed the formulation of a digital transformation plan for these agencies through 2030, emphasizing the enhancement of the modern management information system.

Consequently, the provincial Party Committee enhances the province's data integration center and restructure the information technology infrastructure into a digital framework utilizing cloud computing technology. Simultaneously, it continues to develop a digital data platform that encompasses the digitization of 100% of information, documents, texts, archives, party member records, civil servant records, and processes, while reforming administrative procedures within the Party in a connected and comprehensive manner. In addition, the provincial Party Committee will implement shared digital applications for Party agencies, with a focus on deployment on a cloud computing platform that incorporates an integrated AI virtual assistant, data sharing, and the connection of information systems within CPV agencies.

With resolute determination and decisive actions, the province will increasingly enhance digital transformation within Party agencies to elevate the quality of operations, innovate methods of propaganda and education, and achieve greater efficiency in disseminating information as well as the CPV's guidelines and policies to cadres, party members, and the public. Concurrently, digital transformation will also foster greater interaction and engagement among cadres, party members, and the community in CPV activities.
