Traffic accident reduction coupled with effective control of COVID-19 epidemic

In the morning of February 23, at the provincial Administration Center, Mr. Nguyen Van Danh, Deputy Chairman of the provincial People's Committee, chaired a conference to summarize the work of ensuring traffic order and safety in 2021 while deploying directions and tasks for 2022. The conference is held online to 9 points of the districts, towns and cities.

Traffic accidents reduced in all 3 aspects

According to the report, in 2021, 651 traffic accidents in the province killed 204 people, injuring 592, and damaging 1,085 vehicles. Compared with the same period in 2020, the accidents were down by 700 cases, a decline of 51.81%, inflicting 71 death, a decline of 25.82%, less 775 people injured, a decline of 56.69%. Traffic accidents fell deeply in all 3 aspects of quantity, casuaty and injury with no railway and inland waterway traffic accidents.

Thanks to the drastic implementation of solutions, 4 localities with the number of accidents reduced by over 50% are Di An city, Thuan An city, Tan Uyen town and Bau Bang district. 4 localities with the number of traffic accidents decreasing by over 10% are Thu Dau Mot city, Ben Cat town, Dau Tieng district and Phu Giao district. The situation of traffic order and safety during the peak terms of Tet, April 30 and May 1 in association with the prevention and control of the COVID-19 epidemic is ensured.

The third quarter of 2021 was the time when Binh Duong province implemented social distancing according to Directive 16/CT-TTg to prevent and control the COVID-19 epidemic, so departments, branches and local authorities have focused on coordinating the implementation of measures to ensure traffic flow and separation (green channel) to facilitate the transportation of goods in service of production and people's life in the epidemic areas. The transport sector, police, military, and local authorities have mobilized maximum forces to participate in patrolling, controlling and regulating traffic, and arranging on-call forces (24/7) at various locations and epidemic control checkpoints to ensure smooth and safe traffic and prevent the spread of COVID-19.

Thanks to the drastic direction of all levels, branches and joint efforts, the traffic congestion at rush hour recently has been gradually overcome, especially in localities with high traffic density and volume of people and vehicles participating in large traffic such as Thu Dau Mot, Di An, and Thuan An. However, traffic jam remained due to not working traffic lights, traffic accidents, and damaged means of transport on the road while the progress of implementing long-term solutions to prevent traffic jams is still slow, not meeting current urgent requirements, especially key projects and works such as underpass and overpass at the intersection at Phuoc Kien 5 intersection, underpass at Dinh market 4 on Binh Duong Boulevard (National Highway 13), overpass at intersection 550 on DT743 etc.

The conference also heard presentations from the Traffic Safety Committee in some localities such as Thu Dau Mot city, Thuan An city, Di An city, Tan Uyen town, provincial Traffic Police, provincial Traffic Inspectors among others in order to find out the causes of the limitations, from which practical recommendations and solutions are made to overcome.

Traffic culture focused on

Implementing the theme of the 2022 traffic safety year, which is "Building a safe traffic culture associated with effective control of the COVID-19 epidemic", the provincial Traffic Safety Committee set the goal of continuing to improve the sense of self-discipline, law observance and building a safe traffic culture, striving to reduce traffic accidents by 5-10% annually in terms of quantity, casualty and injury. In addition, it is necessary to continue to effectively overcome traffic jams on main roads, important traffic hubs and urban areas. Not to incur traffic jams when controlling the COVID-19 epidemic to prevent the spread of COVID-19 in transportation activities.

To accomplish these goals, Mr. Nguyen Anh Minh, Director of Department of Transport, Deputy Head of the Standing Board of the provincial Traffic Safety Committee, said that Department of Transport will continue to strengthen coordination with Ministry of Transport, provincial police, local People's Committees, bridge and road BOT enterprises to regularly review, inspect, maintain and repair the decentralized transport infrastructure system, to focus on coordinating to accelerate the implementation of long-term solutions to prevent congestion, to pilot investment in traffic control and monitoring system.

The provincial police said it will direct to strengthen patrols, control and handle violations of the law on traffic order and safety, will actively coordinate with the Traffic Inspectors, the local People's Committees in controlling vehicle loads, focusing on using the form of detection and handling of violations through the surveillance camera system; at the same time, will urgently advise the competent authorities to establish and put into operation traffic incident handling teams to contribute to solving congestion caused by traffic accidents and incidents.

The Department of Information and Communications shall assume the prime responsibility for, and propose to establish a telephone number for a common hotline of the province to receive and coordinate in handling information and complaints from the people about the situation of traffic order and safety and accidents while focusing on the integrated plan using the hotline "1022" of Binh Duong province. Press agencies continue to strengthen information and propaganda to build traffic culture and awareness of law observance when participating in traffic of the people.

Addressing the conference, Mr. Nguyen Van Danh, Deputy Chairman of the provincial People's Committee, said that ensuring traffic order and safety is an important and decisive factor to the socio-economic development of the province. Therefore, the provincial Traffic Safety Committee must organize a preliminary assessment of the piloting of hourly traffic separation and distribution to propose solutions to overcome the shortcomings and problems; at the same time, it should immediately implement the establishment of the Steering Committee for the construction of the Mobile Team to handle traffic incidents. It should invest in the installation of traffic control and surveillance camera systems to detect and handle violations. It should urgently maintain and repair the system of traffic structures, signal lights and traffic signs and review and identify the sites of much traffic accidents for a timely handling plan.
