Training officials to be “Excellent in one thing, know many things”

Provincial Women Union (WU)has just held a seminar of organizational task. Many issues were put forward, especially aggregating women to join its activities. Accordingly, solutions to improve organization needed to be devised.  WUs need to have useful, practical activities to attract women to the organization. Image: Staff of TDM City WU participated in Women and Laws Contest 2013In term 2011-2016, Resolution of Women Union Congress defined objectives and targets for PWU organization and development, namely, persuading at least 85% households having 18-year-old women to join WU; increasing member ratio by 5% until the end of term (achieving aggregation rate by 77.28%); attracting 10-15% female workers at lodging areas to WU; training, cultivating under-45-year-old female officials of 3-level WUs. In 4 aforementioned prioritized issues, there are 2 issues involving organizational task, namely, focusing on training, improving quality of WU’s officials; increasing participation ratio of women and diversifying aggregation methods beyond residential areas. Provincial WU Chairwoman Doan Thi Dieu Hien said, organizational and aggregation task played an important role in its organizational system. If members developed well in terms of quality and quantity, organization of WU would be stronger and larger. And if its officials were qualified, activities would be successful and develop. However, in fact, member quantity is decreasing! What is the reason?Reportedly, the provincial WU has now about 134,000 members, aggregation ratio is 50.57%, which drops 31,480 members compared to the first 6 months (or aggregation ratio drops 11.16%); quantity of 18-year-old-and-more female members decreases 7,005 members. Localities having dropping aggregation ratios are Thuan An town (decrease 19.18% or 8,356 members); Di An town (18.94% or 8,074 members); Lai Thieu ward and Thuan An ward (50% or 4,538 members). Thuan An town WU Chairwoman Duong Thi Thuy Huyen, the reason was that one person joins many organizations like Elderly People Association, Veteran Assciation, Farmer Association… Therefore, the real member quantity decreased after reviewing.TDM City WU Chairwoman Van Nguyen Anh Thu agreed, the falling member number as reviewing because of “virtual” members, because many organizations run after achievement of member quantity, one persons participates in many organizations, young members are usually workers so do not have time to attend activities…One another important reason is that women join WUs to take out loans. Nevertheless, budget of WU is reduced, thus they do not want to participate in activities anymore. In addition, WUs have not executed well their representational role; mobilizing and aggregating were diverse but not practical. Thoughts, desires of female members have not acquired timely yet by WUs. Monitoring and deploying are not close to reality.Ms. Doan Thi Dieu Hien said, to improve, many solutions were devised, namely, strengthening the organizational structure at all levels, innovating working practice, assigning detailed tasks to executive board members; training its officials to be “Excellent in one thing, know many things”, to have ability to aggregating people; consolidating existing WUs and building up new WUs to attract more female workers at industrial parks; devising proper solutions to take care of female members, especially at grassroots level…Advantages of improving process are that WU’s officials is rejuvenated at 3 levels, under-45-year-old members make up 77.57%; 100% its officials are from colleges; 47% from universities. “By the end of this term, provincial WUs attempt to collect more 30% or 78,725 members.
