Trial operation at Public Administration Service Centers to be urgent and fast
After more than a week of trial operations at Public Administration Service Centers in 36 new communes and wards, local authorities have demonstrated flexibility and proactivity by implementing effective working methods tailored to their specific situations. They are well-prepared to officially commence operations on July 1, 2025, ensuring smooth and efficient service for managing administrative procedures for both citizens and businesses.

The number of people completing procedures increases
At Public Administration Service Centers in Di An ward, Dong Hoa ward, and Tan Dong Hiep ward, administrative procedures are being resolved quickly for those seeking assistance. During the trial days, these centers received an average of over 300 applications per day, with most relating to business households and land issues. To ensure effective operation, the centers have been well-prepared in terms of equipment and human resources and have organized modern, efficient document reception counters.
Records from Tan Uyen Ward Public Administration Center during the trial operation days indicate that the center processed over 2,000 records, primarily in the areas of land and business. The number of individuals visiting for procedures has increased to about 200-300 records per day due to receiving additional applications from neighboring localities. Despite this increase, services remain reliable. Relevant agencies and units continue to evaluate facilities, upgrade equipment, and proactively guide the public and businesses. Administrative procedures are transparently posted and updated in a timely manner, ensuring convenience for users without interrupting the processing of applications.
According to the report, during the trial operation days, new ward and commune Public Service Centers received a total of 19,075 records, of which 13,509 were processed and results were returned, accounting for 70.8%. The remaining files have been forwarded to district-level specialized departments, Land Registration Office Branch, and police departments for further handling.
Prepare human resources and necessary and sufficient conditions
Mr. Truong Cong Huy, Deputy Chief of the Office of Provincial People's Committee and Deputy Director of Provincial Service Center for Public Administration, stated that, following the direction of Provincial Party Committee, Provincial Public Administration Service Center has announced the list of personnel for 36 new Public Service Centers in communes and wards. This announcement is based on the list provided by Provincial Party Organizing Commission to facilitate the deployment of tasks starting June 16.
Through a preliminary review, it was noted that some communes and wards are lacking information technology (IT) personnel at these Public Service Centers, which is essential for executing digital transformation in administrative procedure reform and e-government at the commune level. To address this gap, the Provincial Public Administration Service Center has coordinated with Provincial Department of Science and Technology and provincial Integrated Operation Center (IOC) to allocate 10 skilled IT personnel to support the communes and wards that are short-staffed, beginning on the pilot operation day.
The total staff at the 36 new Public Service Centers comprises 568 individuals, averaging 12 to 15 staff members per commune and ward. These communities have begun announcing and convening the expected personnel for the new Public Service Centers to disseminate information, raise awareness, and organize work.
According to Mr. Truong Cong Huy, in accordance with the recently issued decrees from the Government, Provincial Public Administration Service Center has updated and adjusted the list of administrative procedures to be implemented at the 36 new Public Service Centers in communes and wards. These centers are set to begin trial operations on June 16, 2025. The list includes 447 administrative procedures across 13 fields, comprised of 284 procedures transferred from the district level, 163 from the commune level, and 58 related to public security. Additionally, 18 administrative procedures from the provincial land registration office, as well as procedures from its branches, will also be implemented at the 36 Public Service Centers.
The province has assigned 82 officials and civil servants from Land Registration Office to the 36 new Public Service Centers to provide support, advice, and guidance on land-related administrative procedures. Furthermore, the Provincial Public Administration Service Center has shared a list of 253 administrative procedures under departmental and branch authority that are prioritized for implementation at the new centers without boundaries. By July 1, 2025, it is expected that 100% of administrative procedures will be executed at the 36 new centers and at the city level.
From now until July 1, 2025, Public Service Centers are required to publicly post announced administrative procedures as well as implementation steps outlined by the Chairman of Provincial People's Committee and communicated by Provincial Public Administration Service Center. Both the Provincial Public Administration Service Center and the 36 commune and ward centers must also publicize hotline numbers of the directors and deputy directors, allowing residents, businesses, officials, and civil servants to reach out to express concerns, provide feedback, and seek assistance with administrative procedures.
In addition, they will assign work according to the list provided by Provincial Public Administration Service Center, prepare to receive new stamps, and register accounts and tax codes for Public Administration Centers in communes and wards. There is an urgent need to process administrative files, compile statistics, and monitor files with return dates after July 1, 2025, to develop solutions for early completion and timely results, as well as transfer the next settlement authority to the commune level for district-level administrative files as per the document from Provincial People's Committee No. 3641/UBND-HCC.
