Part 1: Taking values of culture ​​​​and people as goal and motivation

In order to successfully implement the local goal of construction and development in particular and the country in general, Binh Duong province's orientation is to take cultural and human values ​​as the goal, the fundamental driving force for sustainable development.

From cultural characteristics

At the conference on "Promoting the values of Vietnamese cultural and people ​​to realize the aspiration to build a prosperous and happy country" just organized by provincial Party Committee, Prof. Dr. Vu Minh Giang, Vice-Chairman of Vietnam Association of Historical Sciences, Chairman of Ha Noi National University’s Science and Training Council said that culture appears in all aspects of life. In politics, culture is reflected in the art of leadership. Culture is also expressed in diplomacy... Prof.Dr. Vu Minh Giang suggested that Binh Duong needs to re-recognize its cultural characteristics, thereby promoting the local advantages and achievements while overcoming shortcomings for sustainable development.

Researching on Binh Duong’s cultural characteristics, Master Tran Duy Khuong, from Thu Dau Mot University said that local culture is built on the basis of land and people here. The land of Binh Duong has all the characteristics of geology, topography, rivers, climate, and biological system... of the whole Southeastern region. Accordingly, resources formed based on the natural conditions here are also very rich. There are many natural resources utilized to create cultural products (such as tours, media scripts, cultural events...): Dau Tieng reservoir, Saigon river, Be river, Truc stream, Chau Thoi mountain. In addition to natural resources, artificial ecological resources based on natural conditions here also bear many imprints for Binh Duong culture such as Lai Thieu orchard, Phu An bamboo village, Rua island ecological area...

The distinctive characters of Binh Duong people are practicality and openness. This is clearly shown in the willingness of Binh Duong people to open their hearts to each other, regardless of who comes first, who comes after, who come from Thanh and from Quang. And, in Binh Duong's development policy, it always creates maximum conditions for immigrant workers to uphold their production capacity at a maximum level. The province has always implemented policies to attract talents and conducted administrative reform.

Master Tran Duy Khuong affirmed: Culture carries a soft power in the process of functioning the society with a long-term effect in adjusting the concepts, attitudes, behaviors and actions of members of the community. Since then, new economic potential has been supported and brought into full play. The development process taking place in Binh Duong land during a quarter of a century has shown that building cultural characteristics for Binh Duong land is a very important thing in the present time. Binh Duong people need to build their own personality characteristics, in which practicality and openness are two key characteristics.

With the trend of strong development in the land of Binh Duong, the two characteristics need to be built under certain principles: Idealism leads the practical spirit; The sense of respect for the law guides the spirit of openness. Accordingly, for the openness to have conditions to maximize efficiency, Binh Duong people need to build a professional and industrial manner. The local government also needs to create all favorable conditions for administrative procedures, strengthen policies to attract investment, give good treatment for talents. Only in this way, economic development can be ensured in a stable and safe social environment.

Foundation for sustainable development

The 13th National Party Congress was identified as a milestone creating a very important transition, as a premise for the next terms to successfully implement the strategic goal of developing the country by 2030 as a developing country with modern industry, high average income and as a developed and high-income country by 2045. In order to successfully achieve the above goal, along with comprehensively and synchronously promoting the renovation, industrialization, modernization and development of the knowledge economy, it is necessary to synchronously implement many contents and solutions; in which the issue of building and promoting Vietnamese cultural values ​​and human strength in the new period was identified by the 13th Party Congress as one of the key tasks. Therefore, the issue of culture and people plays a fundamental and important role, which is reflected in many contents in the document of the 13th National Party Congress.

Specifically, the document of the 13th National Party Congress determined: Strongly arouse patriotism, national resilience, development aspiration and the strength of great national unity; attach great importance to building and promoting national pride, self-reliance, creativity, dedication to the country, aspiration for development, compassion, social consensus, creating synergy to promote the country's rapid and sustainable development. This is a content that has been emphasized and mentioned many times, demonstrating the high political determination of the Party in promoting cultural values ​​associated with the human strength of Vietnam in the new period, in line with the objective development trend of the era, close to the reality of the country.

Truong Thi Bich Hanh, member of provincial Party Standing Committee, Head of provincial Party Committee’s Education-Propaganda Commission said that on February 25, 2022, provincial Party Standing Committee issued the Plan No. 48-KH/TU to organize learning on the Party's ideological and theoretical foundation, building and rectification of Party and political system in the spirit of the 4th session of the 13th Party Central Committee for key cadres at all levels within the entire provincial Party Committee annually. This plan aims at helping cadres and Party members to be deeply aware of the Party's ideological and theoretical foundations, the importance of building and rectifying the Party and the political system in the new situation. In the spirit, provincial Party Committee organized a symposium on "Promoting the values ​​of Vietnamese culture and people in order to realize the aspiration to build a prosperous and happy country". This is the first major topic to implement the Plan No.48.

Accordingly, Binh Duong must take cultural and human values ​​as the goal, motivation and foundation for sustainable development. Therefore, all-level Party committees, leaders and managers continue deeply studying thematic contents, thereby relating to the actual implementation of political tasks of each locality, agency, units and responsibilities of each managerial cadre, especially in performing the task of developing culture and people in the province in accordance with the spirit of the 13^th National Party Congress on building and developing develop Vietnamese culture and people to meet the requirements of national sustainable development. Particularly, the province needs to promote the local advantages and results done while overcoming shortcomings  in implementing tasks on socio-economic development, building cultural lifestyle together with a plentiful, safe, progressive healthy and cultural environment for the highest goal of constantly improving the material and spiritual lives of people.
