Urgently bringing the resolutions of the 13th Party Central Committee’s 8th session into life

Yesterday morning (December 5), provincial Party Committee held a conference to discuss provincial Party Standing Committee’s draft plans on the implementation of the resolutions of the 13^th Party Central Executive Committee’s 8^th session. Comrade Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee and Comrade Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired the conference. The conference was held both in-person and online formats at district and commune levels in the province.

Building at least 170,000 social apartments

The draft plan of provincial Party Standing Committee to implement the 13^th Party Central Committee’s Resolution No. 42-NQ/TW dated November 24, 2023 on "Further improving the quality of social policies at the requirements of the cause of building and protecting the Fatherland in the new period" has set a general goal by 2030, including building a social policy system in a sustainable, progressive and equitable direction, constantly improving the material and spiritual lives of the people, contributing to the local socio-economic development; perfecting diverse, multi-layered, comprehensive, modern, inclusive and sustainable social welfare policies; creating opportunities for people, especially those with difficult circumstances, to access basic social services, especially in health, education, housing and information; developing a flexible and effective labor market in association with sustainable jobs, connecting with provinces throughout the country and expanding connection with international markets; improving the quality of social development management in association with ensuring human rights and citizen rights.

The Standing Committee's plan has mentioned many key targets by 2030, including ensuring that 100% of revolutionary contributors and their relatives are comprehensively cared for both materially and spiritually, with living standards that are equal to or higher than the average living standards of people in the same place of residence.

Especially, the province will set up at least 170,000 social apartments for low-income people and industrial park workers, completely eliminating temporary and dilapidated houses for poor households, near-poor households and people affected by natural disasters and climate change. The average housing area per capita will be 34m2/person in urban areas and 29.64m2/person in rural areas. 100% of urban and rural households will get access to clean water under the standards. There will be 100% of households, schools and medical stations with sanitary facilities at standards and regulations; 25% of concentrated rural residential areas with domestic wastewater collection systems, 15% of domestic wastewater treated.

Extensive and effective propaganda

At the conference, delegates heard drafts of provincial Party Standing Committee implementing the 13th Party Central Committee’s Resolution No. 45-NQ/TW, dated November 24, 2023 on further building and promoting the role of the intellectual contingent at the requirements of rapid and sustainable national development in the new period in Binh Duong province; the draft plan on the implementation of the 13th Party Central Committee’s Resolution No. 43-NQ/TW dated November 24, 2023 on further promoting traditions and the strength of great national unity and building a more and more prosperous and happy country; the draft plan to implement the Resolution of the 8^th session of the 13^th Party Central Committee on the strategy to protect the Fatherland in the new situation.

At the conference, comrade Truong Thi Bich Hanh, Member of provincial Party Standing Committee, Head of provincial Party Committee's Propaganda-Education Commission, presented a plan of provincial Party Standing Committee on disseminating and implementing the resolutions of the 13th Party Central Committee’s 8th session.

Accordingly, the plan requires that the work of researching, studying, thoroughly grasping and propagandizing the resolutions of the 13th Party Central Committee’s 8^th session must be carried out urgently, seriously, with quality and efficiency. Party committees and heads of all-level authorities and sectors are responsible for the quality of research, study, dissemination, propaganda and the development of specific and practical action programs and plans while regularly inspecting and supervising the implementation of resolutions.

Each level of Party organization, cadre and Party member in the province should clearly define their functions and tasks, firmly grasps the viewpoints, goals, tasks and solutions to organize and successfully implement the overall and specific objectives of the resolutions. Propaganda work of the resolutions needs to be carried out regularly, comprehensively, consistently, promptly and vividly.

Speaking at the conference, Comrade Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee continued affirming the importance of the resolutions of the 13th Party Central Committee’s 8^th  session in carrying out tasks on socio-economic development, national defense-security, Party and political system building from now to 2030 and the following years. He requested that all-level Party Committees, Party organizations and each Party member must focus on thoroughly understanding, researching, studying and implementing the contents of the resolutions seriously and practically so that they will soon come to life.

When setting up programs and plans, Party cells and committees need to closely follow the general situation of the country as well as the situation in each agency, unit and have specific roadmaps. In addition, provincial People's Committee and People's Council soon draft, promulgate institutions and spend resources on implementing resolutions; focus on innovating the contents and forms of propaganda through reporters and media to bring resolutions to each Party member and the masses...
