Urgently completing preparations to operate new commune-level political system from July 1
On June 19, Mr. Nguyen Van Loi, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Mr. Nguyen Loc Ha, Standing Deputy Secretary of the Provincial Party Committee, chaired an online conference to evaluate results of pilot operation of commune-level political system according to the new model. Attending the conference were leaders of provincial departments and branches and leaders of 36 new communes and wards.
According to a report from the Provincial Party Committee Office, a trial operation of the new commune-level political system began on June 16 in 36 communes and wards. This important "rehearsal" step aims to comprehensively test the operational capacity of the new structure before its official launch on July 1, 2025.
Localities have proactively prepared by setting up headquarters, procuring equipment, and establishing communication lines, while also increasing awareness and guidance for residents and businesses regarding the new administrative boundaries, procedures, and processing times. Notably, the organization of receiving and handling administrative procedures at the new headquarters has shown flexibility in terms of its organizational model, human resource allocation, facilities, and information technology infrastructure.
During the three days of trial operation, Public Administration Service Center for the 36 new communes and wards received 19,075 administrative procedure records and successfully processed and returned results for 13,509 records, achieving a completion rate of 70.8%. The remaining files were transferred to district-level agencies in accordance with regulations.
However, some localities still encounter challenges, such as inadequate headquarters and an increased workload due to taking on additional district-level procedures. Delegates suggested that the province should provide support for facility repairs and upgrades, supplement equipment, and organize professional training for officials and civil servants involved in tasks transferred from district to commune levels.
During the conference, Mr. Nguyen Van Loi praised the dedication and initiative of all levels, sectors, and localities in deploying and organizing the trial operation of the new commune-level political system. He also commended the positive contributions of the press in promoting awareness and fostering consensus in the community.
The Provincial Party Secretary emphasized the trial operation as a necessary "test run" to quickly identify and address any shortcomings before the official transition to the new system on July 1. He urged all units to remain focused to ensure that the transition process runs smoothly and that residents and businesses experience no disruption.
