The Ministry of Planning and Investment (MPI) admits the results ODA disbursement delivered disappointed expectations because of problems arising from land clearance, poor planning and management, and the excessive procedural complications hampering both Vietnam and its donors.
According to a recent survey conducted by the Organisation for Economic Cooperation and Development (OECD)'s Development Assistance Committee (DAC), Vietnam’s 2013 ODA funding could regain some lost ground thanks to a general increase in available aid and a focus on middle-income nations in the Far East, South, and Central Asia.
In response, the MPI has devised a score of measures to improve the effectiveness of ODA capital disbursement. The measures focus on land acquisition for National Highway One and Ho Chi Minh Highway expansion projects, dealing with capital investment construction’s outstanding debts, and restricting the borrowing capabilities of businesses suffering capital imbalances.
