Vocational training is so difficult, notably for disabled people. Therefore, teachers need to be industrious, sympathetic so that disabled learners can have steady career and life.This was an opinion of Deputy Director of Labor Invalids Social Affairs Department Mr. Ninh Quoc Binh in graduation ceremony of a vocational course at Disabled People Vocational Training Center. To disabled learners, besides partial governmental funding, teachers and learners have to make every effort and still need further care from the community to have a good future. Tran Thai Bao Tram is learning screen printing at Vocational training Center for disabled people At the graduation ceremony of the 7th vocational course (2012-2013), we met childish 17-year-old Tran Thai Bao Tran. She is a screen printing apprentice with the hope of a stable and better future. Ms. Tran Kim Phuong, who introduced the center to her, said: “Her house is in Lai Thieu, Thuan An town. Her mother died in a traffic accident. Her father also died because of lung cancer. Her siblings feared that she could be lured by bad persons while they were at work, so they had to chain her legs. So I sent her right away as I knew about this center”. Other parents were also happy, because their children now know screen printing, sewing, typing…Director of this Center Mr. Phan Thanh Minh said, teachers and learners had to do their best to finish to learning program. The Center usually keeps in touch with parents to exchange learning results of their kids. To implement direction of the Department, the Center will perform fully training programs and create jobs in order for learners to have good learning results and good jobs in accordance with recruitment needs of businesses.Head of Produce and create jobs for disabled people office Mr. Nguyen Cuong said: “Total number of learners of the Center is now 95, increasing more 10 learners compared to last year. They can learn computer, electro mechanics, electronic, screen printing, sewing, weaving. We have 3 permanent teachers and 6 impermanent teachers, all are pedagogically professional, love and sympathize with leaners. Textbooks were composed in accordance with learners’ ability to acquire knowledge. We always monitor and encourage when they are lazy, distracted …” Since 2006, there have been 116 disabled learners of the Center admitted to businesses.Vocational training, job introducing for disabled people are necessary and need more support from businesses.According to NA Disabilities Act No. 51/2010, the State ensures that disabled people can receive free suitable vocational training, have right to choose and learn in accordance with their abilities. Vocational facilities have the responsibility to issue degrees or certificates to learners are eligible to give vocational training after vocational courses. Vocational facilities for disabled people have to meet vocational requirements and are beneficiaries of legitimated preferential policies. Disabled learners and their teachers are also beneficiaries of legitimated preferential policies.The State facilitates job opportunities of disabled people. The State encourages agencies, organizations and enterprises to recruit disabled people.
