The socio-economic development of the country, including Binh Duong, has been strongly influenced by Industry 4.0. In the current context, vocational education institutions are striving to change their training methods to own human resources needed for Industry 4.0 and for Binh Duong Smart City construction.

In recent years, provincial human resource training has seen good changes. The skilled labor force has increased; its quality has been improved. However, the proportion of skilled workers meeting enterprise requirements is still low compared to the total worker number in the province. The number of laborers with professional knowledge and skills is still low. Therefore, the province developed a plan to ensure skilled labor resources to meet enterprise needs in the province. This is very necessary to create high-quality human resources to meet the development needs of the province in the near future. Accordingly, the province attaches great importance to the training and development of high-quality human resources, especially the skilled labor force, as it is a solid foundation for the realization of smart city project, making the province become a worth-living city.

Vocational education institutions, universities are the source supplying high-quality human resources for the province. In response to the need for innovation and development, schools and universities have opened new programs, updated training programs and teaching methods, cooperated with enterprises in training to meet the increasing demand of society. Dr. Cao Viet Hieu, Rector of Binh Duong University, said that the powerful growth of Industry 4.0 had brought mankind into a new era of technology; thus the education training sector needed to change too. In the coming time, this university will continue to renovate training activities, expand international cooperation with businesses to improve training quality, actively connecting employment opportunities to students. With this policy, the university regularly holds dialogues, discussions for experience sharing between experts and students; established clubs; contests to help students improve their skills to meet job requirements after graduation.

As can be seen, Industry 4.0 associated with the province's Smart City construction project has made a great impact on education and training. Dr. Ngo Hong Diep, Vice Rector of Thu Dau Mot University, said the university did not only train students to meet social needs but would make the university a place to create demands. Accordingly, lecturers and staff must be intelligent instructors to generate intelligent students; be flexible, dynamic and open to be both a lecturer and a both learning and psychological mentor, have deep professional knowledge in their field and many other fields to be able a interdisciplinary teacher; interdisciplinary scientific researcher under the school's strategy; developing students' capacity, giving students the ability to self-study, self-thinking, self-study, self-start up.

Department of Labor, Invalids and Social Affairs also realized the importance of vocational training to the development of the country. Thus the department collaborated with other sectors to develop projects on high-quality human resource development, construction of 2 to 3 colleges of regional and international standards. Pham Van Tuyen, Deputy Director of Department of Labor, Invalids and Social Affairs, said that the department supported teachers at vocational training institutions to enhance scientific research, find the best technology solutions to support SMEs in the province; organized training programs on startup, business management for students of colleges, junior colleges; assisted education  training institutions and enterprises in cooperative training of human resources; provided vocational training, job introduction and career development for rural workers.

In order to have high-quality human resources, in addition to the role of universities, colleges and vocational schools, students are aware of their responsibilities towards the country in the new period, study and train hard to be citizens of a smart city in the future. From the guidance of teachers, they developed skills of self-study, foreign languages, IT and soft skills. They knew how to use and combine acquired knowledge with practical skills. After graduation, students not only have good fund of knowledge, but also got their own industrial style, were capable of mastering knowledge, modern science and technology.
