Provincial Customs Department has implemented many solutions to accompany enterprises, further supporting them to develop their production-business activities and improve competitiveness. This has contributed to improving the investment climate, improving the provincial competitiveness index (PCI), developing the relationship between customs and enterprises.

Contributing to improving PCI

Among the 10 PCIs, the customs sector is related to 4 components, including “informal costs”, “transparency”, “time costs” and “business support services”. In order to improve these indexes, provincial Customs Department has implemented many synchronous solutions from the reform of policy mechanisms to the application of information technology in the management and implementation of administrative procedures.

With the aim of creating favorable conditions for enterprises, provincial Customs Department has made efforts to reform and modernize in all aspects, promote electronic payment through the VNACCS/VCIS automatic customs clearance system at customs branches, 24/7 electronic tax payment. One of the breakthroughs to reform and modernize is that the customs sector has deployed an automatic clearance system at all its branches. Along with that, provincial Customs Department has deployed electronic payment gateways at its branches, automatically managed and monitored goods at warehouses, yards, ports...; connected the implementation of administrative procedures and public services through the "national single window" and "ASEAN single window" mechanism, providing online public services at levels 3 and 4 for related administrative procedures. The above applications have created favorable conditions for enterprises to carry out customs procedures "anywhere - anytime - any means".

Nguyen Van Danh, Deputy Director of provincial Customs Department said that the unit will further organize and implement the assigned tasks on the basis of synchronously implementing effective revenue management solutions, coordinate with other departments, agencies, associations to set up support programs for enterprises, especially promote the use of electronics in management activities to create maximum convenient conditions for enterprises. Recently, provincial Customs Department has put the third mobile container scanner into operation at the ICD TBS screening site, creating favorable conditions for enterprises in customs clearance.

Accompanying enterprises

With the local investment climate increasingly improved, Binh Duong has attracted many domestic and foreign enterprises. The number of enterprises participating in import and export activities in the province has grown rapidly in both quantity and scale, especially the group of FDI enterprises. To help enterprises obviously understand regulations related to the customs field, provincial Customs Department has also regularly organized dialogues, meetings with enterprises to share difficulties with them. The customs sector is committed to creating the best conditions for enterprises when carrying out procedures in the area. Provincial Customs Department has also continued promoting the motto of "Customs always stand with the business community". Accordingly, the unit has developed relationships between enterprises and relevant sides with a number of key activities, including information, propaganda and support for enterprises to facilitate trade and improve law compliance capacity; strengthened consultation and dialogue activities... to enhance transparency, reduce time and informal costs for enterprises.

Nagato Takahiko, Head of province-based Japan Business Association branch said that in the Japan Business Association in Vietnam, province-based Japan business association has the largest number of Japanese enterprises and more and more Japanese enterprises want to invest in the province. Province-based Japanese enterprises have constantly developed, expanded production and business activities, creating jobs for laborers and contributing to the local development. He shared that he and members of the association branch have appreciated the support and facilitation of Binh Duong province. The fine partnership between provincial Customs Department and Japan Business Association during the past time was very good and it needs to be promoted.

Provincial Customs Department is further grasping information, monitoring the situation of enterprises’ production and business activities to promptly find ways to remove difficulties and create the most favorable conditions for them in import-export activities. Its branches have always kept a close eye on the situation of enterprises, regularly held dialogues with them, visited and encouraged them to overcome difficulties, stabilize production to create jobs for workers and contribute to the local State budget revenue.

Mr. Danh said that with specific solutions and activities, provincial Customs Department has accompanied the business community to overcome the difficult period, due to the pandemic, stabilize production and business activities, and promote export-import activities in the province. Accompanying enterprises was one of the key tasks done by provincial Customs Department during the past time. Along with other sectors, the support of provincial Customs Department is a solid fulcrum to help enterprises keep their growth momentum. This is also an important factor, positively contributing to the local socio-economic development.

Since early this year, there have been nearly 7,000 enterprises carrying out import and export procedures in the province. Over the past 10 months, export turnover reached nearly US$29 billion, up 9.5% over the same period last year while import value was estimated at over US$ 21 billion, up 0.1% over the same period last year.
