Youth development program in Binh Duong province to gradually create good effects in society

Steering Committee for Youth Development Program of Binh Duong province held a preliminary summarizing meeting of 3-year implementation of this program in the period 2016-2018 and set out the plan for youth development until 2020.

To improve the quality of human resources

Binh Duong currently has a population of about 2.1 million people, of which young people aged 16-30 years are about 900,000 people. As a province with a fast socio-economic development rate, increasing annual foreign investment capital, attracting a large number of young laborers from other places, the labor force in the province also accounts for a high proportion of the population (young people account for 42.86% of the total population). Over 3 years, provincial Youth Development Program was basically implemented synchronously from provincial to commune levels. Policies for young people were increasingly diverse, gradually creating good social effects, attracting more young people to participate in activities. Five youth development goals also achieved specific results.

In recent years, Provincial People's Committee issued decisions on training and retraining plans for civil servants and officials in the area. After 3 years, 23,545 counts of cadres, civil servants, officials, and representatives of People's Councils at all levels to be trained and fostered in political theory and professional skills. In which, domestic training was 23,249 people; training abroad was 296 turns of people in countries such as the US, UK, Australia, Japan, Korea, Russia ... Dao Nguyen, a young civil servantworking at Department of Health, is one of many officials that was recruited and trained at Can Tho University of Medicine and Pharmacy. Dao Nguyen shared: “I am very happy that I was admitted to Can Tho University of Medicine and Pharmacy and have been given favorable conditions by my agency to attend the university for 4 years. This is the time that I myself need to make continuous efforts to cultivate and learn useful knowledge for later professional work”.

To implement provincial policy of training and attracting human resources, up to now, universities in the province have had cooperation programs with universities in some advanced countries such as the UK, Australia, Korea, Japan, Russia, United States ... to exchange students for training programs and research cooperation between training institutions with many high-quality and appropriate professions meeting societal needs. Universities such as Vietnam - Germany University, Eastern International University ... organized teaching in English for many majors according to prestigious foreign curriculums...

To employ talented people in public sector, Provincial People's Committee issued Decision No. 2614/QD-UBND dated 2 Oct 2017 for a pilot project to renovate recruit methods of leaders and managers in the area, especially to encourage young cadres and civil servants to promote their capacity, to participate in civil servant recruitment exams for leadership and management titles from department level and upwards... Initially, this project has been implemented and successfully organized many exams to recruit titles of head, deputy head and equivalent, deputy director of departments and equivalent...

To continue the implementation of 6 goals

At the preliminary summarizing meeting, Dang Minh Hung, Vice Chairman of Provincial People's Committee, outlined a plan for provincial Youth Development Program up to 2020 including 6 goals: Youth education on revolutionary and ethical ideals, cultural lifestyle, a sense of compliance with law, and responsibilities towards themselves, family and society; improving academic standard, foreign language, informatics, professional qualifications for young people; developing young resources of high quality, in combination with scientific and technological research and application; fostering, planning and using young talents; vocational education, occupational skills, job creation to increase income, improve the physical and spiritual life for young people and improve health, fitness, stature and life skills for young people.

Accordingly, the proposed solutions include: Propagation and dissemination of laws; formulating and implementing policies to support young people in scientific research, technological development and scientific technological services; organizing the implementation of the Scheme of student’s start-up support, initial support, and encouraging young organizations and individuals to participate in start-up and innovation. At the same time, the Steering Committee also built and expanded the network of community organizations, forums, clubs of vulnerable young people in society; organizing communication against discrimination and discrimination against people in vulnerable groups and homosexual, bisexual and transgender groups ...
