Binh Duong urban development towards civilization and modernization

During 30 renovation years and 20 reestablishment years of the province, thanks to the efforts to build synchronous and modern infrastructure, Binh Duong urban areas have developed strongly and rapidly towards civilization and modernization. This is an important contribution to socio-economic growth of the province and the improvement of living standards for the people.

Construction of synchronous infrastructure

On 1 Jan 1997, Binh Duong province was re-established. With the starting point of a pure agricultural province, infrastructure and urban development in the province was weak. For urban development, Binh Duong province immediately carried out the planning and renovation of urban areas to set up a new image and appearance for the province in the direction of industrialization and modernization. Only 13 years after the province’s re-establishment (1997-2010), Binh Duong formed a synchronous transportation network from the center (now called Thu Dau Mot) to districts with many large roads that play an important role in provincial socio-economic growth, such as Binh Duong Avenue; DT741; DT742; PB743... Many big industrial parks were formed. Many spacious and well-built residential areas, high-rise urban areas have appeared.

One remarkable features of the industrial, service and urban infrastructure development in Binh Duong is the planning for the construction and putting into use of the industrial - service - urban complex of ​​nearly 4,200ha, including Binh Duong New City and Administrative Center. This is the political, economic and cultural center of Binh Duong province, the core of a modern, dynamic, sustainable and smart Binh Duong city in the future. The complex gathers full service types and a comprehensive transport infrastructure.

In the period of 2011-2015, provincial leadership determined that transportation infrastructure must be taken one step ahead; therefore, invested in technical infrastructure system by many economic resources in order to meet the needs for general urban development. The traffic infrastructure was built in a synchronously to connect with national highways, provincial roads, district roads, and the southern key economic zone. Specifically, the province invested in the construction of My Phuoc - Tan Van road connecting National Highway 1A, Ho Chi Minh City, Binh Phuoc province; provincial roads such as DT744 connecting Binh Duong province with Tay Ninh province, DT741 connecting Binh Duong province with Binh Phuoc province.

In addition, power supply system in urban areas was renovated to meet demands. Water supply and drainage infrastructure was installed uniformly in urban areas and industrial parks. Telecommunication infrastructure has been upgraded in the direction of modernization. Urban greeneries were expanded and oriented towards specific tree types to create a unique character of Binh Duong.

Since 2016, to implement breakthrough strategy on "synchronous and modern infrastructure" in the province, Binh Duong Party Committee issued the Breakthrough Program No. 23-CTr/TU on mobilizing resources from various economic sectors to continue investing in socio-economic infrastructure of the province in the period 2016-2020. So far, the province has got some achievements. Specifically, the total development investment capital for the period 2016-2017 was estimated at VND154,114 billion, up 11.7% per year. Of which, investment capital for infrastructure development was VND 61,240 billion, accounting for 39.7% total investment capital for the whole society development. Initially, the province mobilized and attracted many social resources with various investment modes in development of transport infrastructure, especially important external transport works in the province.

Turning towards civilization, being wealthy and beautiful

In recent years, programs and projects on urban development and technical infrastructure have been executed and helped upgrade technical infrastructure and improving the quality of people’s lives,  facilitate investment attraction and socio-economic development, such as the Binh Duong urban development program in the 2011-2015 period, with a vision towards 2020; Urban Development Program of Binh Duong Province 2016-2020; Program No. 22-CTr/TU dated 15 Aug 2016 of Provincial Party Committee on "Urban development towards civilization, being wealthy and beautiful, and improving the quality of people’s lives". At present, urbanization rate of the whole province reaches 80.5%, capital construction is basically completed, coverage rate of the general planning reaches 100%, zoning rate 100%, the rate of communes finishing new rural construction planning reaches 100%, functional zones and construction investment projects have detailed plans.

At the same time, upgrading urban areas also has many innovations in the direction of increasing the quality and uniformity of urban centers. Up to now, according to the urban upgrading plan, the province has one class-1 urban (Thu Dau Mot City); four class-3 urban areas, of which two class-3 urban centers directly under the province, Thuan An and Di An Town recognized by Ministry of Construction in 2017); two urban areas Ben Cat and Tan Uyen Town at the 7th session of the 9th Provincial People's Council. Provincial People's Council also approved two projects to recognize Ben Cat and Tan Uyen Town as class-3 urban areas; four class-5 and five new urban areas are being planned in the right direction.

In addition, the province continues to perform key projects and projects under Provincial Program No. 22-Ctr/TU and Decision No. 3584/QD-UBND dated 26 Dec 2016 of Provincial People’s Committee. In particular, to projects and works for regional connection, Provincial People's Committee directs to accelerate the implementation process in order to soon put into use. To slow projects, the focus will be on identifying causes, specific solutions to accelerate the completion of projects. Provincial People's Committees continue to implement measures to promote the efficiency of investment resources, including resources outside State budget and resources of socialization.
