Determination made to implement more drastic Covid-19 prevention and control measures

That was the direction of Mr. Nguyen Van Loi, Member of the CPV Central Committee cum Secretary of Binh Duong provincial Party Committee from the Hanoi connection location at the online meeting on the prevention and control of the Covid-19 epidemic organized by the standing provincial Party Committee in Hanoi in the afternoon of July 23. Attending the meeting at the provincial connection location was Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the provincial Party Committee, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee cum Chairman of the provincial People's Committee and representatives of departments and branches.

All forces mobilized for pandemic prevention

At the meeting, the Steering Committee for Prevention and Control of Covid-19 informed that so far 1,765 enterprises in the industrial park of the province have had nearly 256,365 workers who have been implementing the plans of "3 on the spot" and "1 destination, 2 routes". The whole province currently has 537 checkpoints to protect the order and security and help people take measures to prevent and combat Covid-19. By the evaluation of risks, the whole province currently has 104 "red areas" at very high risk, 80 "orange areas" at high risk, 7 "yellow areas" at risk and 114 "blue areas" in new safe and normal conditions.
After 5 days of extensive testing in the community in Di An city, Thuan An city, Phu Giao district, and Dau Tieng district, the total number of samples taken was on 509,471 people, who currently are waiting for the confirmed test results. The province has increased its quarantine capacity to 50,000 and will continue to expand to 100,000 when necessary. The supply of essential goods for the people is always abundant. Supermarkets and shops are committed to ensure adequate supplies of essential goods for people during the time of social distancing. It is forecasted that in the next 2 weeks, many new cases of Covid-19 infection will be detected, making the total number of infection cases may reach about 15,000.

Concluding the meeting, Mr. Nguyen Van Loi emphasized that the whole province must be determined to implement stronger measures which must be implemented in Directive 16 (16+) to stamp out the epidemic and cut off the epidemic in time to protect the health and safety of people. The province needs to promote information and propaganda and create social consensus as well as strictly sanction violations of regulations on Covid-19 prevention and control.

According to Mr. Nguyen Van Loi, the province currently has 3 things to do immediately, which are that all vehicles moving without permission and important reasons will be fined at the highest level.

The political system directs the checkpoints to prevent people from coming into contact with one another by isolating houses from houses, alleys from alleys, isolates neighborhoods, hamlets, communes, wards, and districts, "blue zones", "red zones", and "yellow zones" from one another. The grassroots political systems must immediately participate in rationally consolidating community Covid groups and forces at key checkpoints.
Regarding the work of quarantining F1 and F0 at home, Mr. Nguyen Van Loi assigned Di An city to quickly complete the pilot model to learn from experience and deploy it to the whole province. In the testing strategy, it's as clean as possible, so it is necessary to strengthen and mobilize more personnel to take samples for testing. Vaccination needs to be fast and safe along with publicized list of vaccinations and priority given to frontline forces.

Mr. Nguyen Van Loi also emphasized that, in parallel with Covid-19 prevention and control, the province must ensure social security and provide sufficient essential goods for the people while organizing many receiving locations and subsidize goods relief to distribute to the poor in quarantine and to unemployed workers. The districts, towns and cities have well disbursed according to the government's Resolution 68. In terms of production, where the "3 on-site" conditions are not met and if not screened for the disease, they will definitely not be allowed to proceed with production anymore.

The "blue zone" strategy to be strictly on
On the same day, the Provincial Information and Communication Subcommittee on Covid-19 Prevention and Control held a press conference on the prevention and control of the Covid-19 epidemic in the province.

Speaking at the press conference, Mr. Vo Van Minh, said that the source of disease transmission in the province is already in the community, so Binh Duong is implementing a "blue zone" strategy to separate F0 from the community. Binh Duong is a locality adjacent to Ho Chi Minh city, so the risk of infection is very high. To implement the "blue zone" strategy, Binh Duong should deploy a provincial-wide testing plan with the principle of combining rapid antigen testing with focused PCR testing to ensure accuracy and efficiency. Thereby, the forces gradually concentrate on locating and suppressing the epidemic and as soon as possible cleaning the areas, turning the "red zones" into "orange zones" down to "yellow zones" and quickly back to "blue zones" of safety.

Regarding treatment, the province has implemented a 3-storey pyramid treatment model including F0 of asymptomatic, mild or severe with underlying diseases. In particular, on July 24, Binh Duong organized the 7th round of vaccination with about 21,000 doses of Covid-19 according to the allocation of Ministry of Health with 10 priority subjects for injection, especially people with disabilities and working people.
