Update: 29-06-2020 | 17:14:51

Editorial lead: Binh Duong is an industrial development province, attracting a large labor force from provinces and cities nationwide. Before the long-lasting impact of the Covid-19 epidemic, it had a significant impact on the lives of workers. However, with the dynamism and acumen in direction and administration combined with the flexible application of resolutions and directives of the Party, the entire political system of Binh Duong, each business has taken good care of life. Employees after this pandemic. Since this issue, Binh Duong Newspaper has published a series of articles about taking good care of workers' lives after the Covid-19 epidemic to readers.

Center for Supporting Young Workers and Young Laborers of Binh Duong Province campaigned to give gifts to employees with reduced incomes in Ben Cat Town.

Implementing Resolution 42/NQ-CP of the Government on measures to support people facing difficulties due to the Covid-19 pandemic and Decision No. 15/2020/QD-TTg of the Prime Minister, Binh Duong province overcome difficulties, apply flexibly into practice, promote widely propagation of the Government's humanities policy to deploy support for groups of workers who have deep income reduction ...

Do not apply for support because you have labor

In the previous months, when we received information that the Government supported the social security package, prioritized people who lost their jobs, reduced their income deeply due to the impact of the Covid-19 epidemic, the people, business community and employees were happy. , excited and look forward to this support package being implemented soon. As of May 31, 2020, the Covid-19 disease has affected 289 businesses in the area with about 210,000 employees affected in various forms, such as terminating labor contracts (labor contracts), stopping jobs, contract suspension, reduced working hours.

In fact, there are many workers in the area who do not apply for support for the social security package of the Government, although the branches and localities have promoted the propaganda, but the number of employees applying is still limited. Explaining the reason for not applying for the Government's social security support package, Ms. Nguyen Thi Hai, self-employed worker whose income is reduced and bread is sold in Area 4, An Phu Ward, Thuan An City. An said: “In the face of difficulties due to the Covid-19 pandemic, the social security support package of the Government expressed the deep concern of the Party, the State, caring for, and supporting people to reduce their income deeply. I decided not to make an application because I still had the energy, to work, to earn money. "For this same reason, Mr. Nguyen Van Xuan, garment worker of Yazaki Co., Ltd. and some of his colleagues did not apply for support.

In addition to the employee division, who did not apply for support, the implementation of the Binh Duong social security support package encountered many difficulties. Currently, the province has about 300,000 self-employed workers and more than 80% of them are people outside the province. According to local officials, identifying freelance labor is very difficult. Local authorities do not know what their jobs are, how their income is, before the epidemic is employed, and when there is an epidemic of how their income is reduced, based on records to determine the free labor group. is not enough because the information is declared by the people themselves.

Regarding this group of workers, Mr. Pham Van Tuyen, Deputy Director of the Department of Labor - Invalids and Social Affairs, said that: “For a group of workers without labor contract, losing their jobs, the provisions of the Decision 15/2020 /QD-TTg, there are inappropriate subjects, such as: Waste collection; self-employed or working in business households in the fields of eating, accommodation, tourism, health care ... this object may coincide with the business household with revenue of less than VND 100 million / year. Whereas an employee who temporarily suspends a labor contract or leaves a job without pay to receive support must ensure that three conditions and are forced to depend on the financial resources of the enterprise are very difficult to meet. Because when the business has no revenue or no financial source to pay salary, it means that the business must go through bankruptcy procedures.

Removing difficulties for the Government's support package to reach the employees

Facing these challenges, the whole Binh Duong political system is determined to overcome difficulties, strengthen supervision and supervision, and promote the role of the Vietnam Fatherland Front Committee of the province and mass organizations. Ms. Tran Thi Kim Lan, Vice Chairman of the Vietnam Fatherland Front Committee of the province, said that based on the monitoring plan set out, the supervision mission of the Vietnam Fatherland Front Committee of the province conducted direct supervision in localities. . Through the supervision, the supervision team directly worked with the leaders of the People's Committee, the Division of Labor - Invalids and Social Affairs, the Vietnam Fatherland Front Committee of the same level and some related branches to listen to the units. Report implementation results, especially, the delegation focused on checking and supervising the work of making lists, posting publicly the list of supported objects, the coordination between the People's Committee and branches in the implementation process.

Mr. Le Long Hai, Vice Chairman of Phuoc Vinh Town People's Committee, Phu Giao District, said: “Because the group of freelance workers find it difficult to determine their legal residence conditions, the town has stepped up the coordination with the police verification of lawful residency, temporary or permanent residence. In order to avoid the case of a double beneficiary, the town also promotes the inspection and supervision to promote the role of neighborhoods and the People's Inspection Board in a public and transparent list of assistance”
