Provincial Farmers’ Association build up strong association, actively take part in agricultural development, new rural construction, civilized urban

On Sep 13, the 9^th Congress of Binh Duong Provincial Farmers’ Association, tenure 2018-202, entered its first working day. This was an occasion for ] Provincial Farmers’ Association to review and evaluate its works and farmers’ movement in period 2013-2018, set out the direction, objectives, tasks and solutions for tenure 2018-2023. Binh Duong Newspaper had a talk with Do Ngoc Huy, Chairman of Provincial Farmers’ Association, about outstanding results in works and farmers’ movement between 2013 and 2018; identify trends in the next period.

Citrus farms in Hieu Liem commune (North Tan Uyen district) have become the main crops of the locality and improved economic efficiency.

- What do you think about achievements of all-level Farmers’ Associations in the province in the last term?

- During the last tenure, all-level Farmers’ Associations in the province actively innovated the content and mode of operation; enhanced propagation and encouraged members and farmers to successfully implement direction, objectives, tasks of association and farmer movements. Annual performance reached and exceeded the 8^th Resolution targets. Associations at all levels actively advised Party committees, collaborated with local authorities and state agencies to effectively implement Project 01, Conclusion 61- KL/TW of the Central Committee’s Secretariat and Decision No. 673/QD-TTg of the Prime Minister with 10 approved schemes, thus creating an important source for associations to execute effectively services, counseling, vocational training, support to farmers; instruct the development of agricultural collective economic forms; strengthen the implementation of 3 big emulation movements. In particular, farmer movement of good production and doing business, uniting to help each other enrich themselves and reduce poverty continued to grow in both scale and scope, strongly spread, attracted, encouraged the participation of members and farmers; emulation movement of farmers for new rural construction strengthened the role of farmers.

As a result, Farmers Associations at all levels were stronger in politics, thought and organization; the performance of grassroots organizations and membership quality was improved; staffing made progresses and capacity and qualifications of staff were improved, step by step to meeting task requirements. Foreign affairs continued to be expanded, mobilized resources for supporting farmers in production and business activities. Inspection and supervision; law dissemination and education, legal consultancy, conciliation, and settlement of complaints and denunciations of officials, members and farmers were bettered. The representative role of the association in caring for material and spiritual life; protecting rights and legitimate interests of farmers.

However, apart from good results, works and movements in the last tenure encountered some difficulties and limitations. Namely, propagation and training of political thought for members was limited and irregular. Some district and grassroots associations did not actively counseled the Party and take advantage of the government's assistance, cooperation with other branches and mass organizations to organize association activities and movement. Research and application of science and technology into production was still low, effectiveness was not high...

- It can be seen where there is strong association, farmer movements will be promoted effectively. So, in order for associations to enhance its central role in emulation movements, what will be key tasks in organizing associations in the coming term, sir?

- In order to promote the central role in emulation movements, Executive Board of the 8^th Provincial Farmers Association, tenure 2013-2018, set forth following key tasks in the next tenure:

To build strong all-level associations in a comprehensive, streamlined, effective and efficient manner, meeting the requirements of sustainable development; keep renewing operation content and mode in line with the economic restructuring in the province, diversifying forms of gathering farmers, developing members along with improving the quality of activities, performing well the role and functions of representing, caring and protecting legitimate rights and interests of farmers; To build up the peasantry in industrialization and modernization period to own good knowledge and skills, strong patriotism; To launch revolutionary movements; renovating and improving the effectiveness of big movements launched Vietnam Farmers’ Association; mobilize resources from farmers for the restructuring of agricultural economy, rural socio-economic development, narrowing the gap between the rich and poor, between rural and urban areas. Thereby, contributing to the implementation of the 10^thProvincial Party Resolution; strengthening and consolidating the building of associations at all levels, especially grassroots level, in parallel with the implementation of planning, training, upgrading and standardization of full-time officials and key personnel at grassroots level.

- What do you think about the trend of agricultural development in the future? What should provincial Farmers’ Associations do to catch up with new trends in the coming time?

- In the coming time, while the world and national situation are having many new happenings, the country in general and Binh Duong province in particular face many challenges in socio-economic growth. In particular, Vietnam is realizing commitments of new FTAs, especially the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Binh Duong province and Smart City project and Industry 4.0 application have strongly influenced many fields, including agricultural production. The process of urbanization and industrialization of the province has happened quickly, agricultural land area is becoming narrower, the number of farmers is decreasing, associations at ward-level is on a downward trend; urban agriculture, high-tech agriculture models will be the dominant trend; Agricultural production is always at high risk, under competitive pressure, production output has not met demands of society.

These changes in the situation will create opportunities as well as challenges for the association’s works and farmer movements in the coming time, require that all levels of association comprehensively improve operation content and mode; To gather and improve the quality of officials and members in terms of political theory, expertise, production, management skills, and sense of responsibility to meet the current practical requirements of the country. Activities in the coming time will continue to be strongly renovated to closely combine the work of gathering, uniting, propagating and mobilizing members, farmers to participate in the construction, supervision, and implementation of Party, State’s policies and laws, along with strengthening of services, counseling, support and vocational training for members, farmers; To effectively implement programs and projects on socio-economic development in rural areas. Promoting the central and key role of the association in agricultural development, building new rural areas, building civilized cities, and together with the whole country to build up strong peasantry with capability equal to advanced countries in the region, and with firm political will to hold the key role in the development of agriculture, farmers and rural areas.
