Ratio of school student wearing helmets on street still low in some localities

The survey of National Committee of Traffic Safety revealed that 20 out of 63 provinces and cities in the nation have ratios of below 66% against school students wearing helmets on street, showing the fact that many parents fail to uphold the helmet wearing among children.

In Binh Duong province, the failure of helmet wearing is the most common traffic law violation. In 2020 alone, nearly 10,000 helmet-wearing law breaching cases have been discovered and sanctioned.

Under the recent direction from the Provincial Traffic Safety Board for promoting traffic order and safety assurance after the Lunar New Year holiday associated with the prevention and control of Covid-19, not wearing helmet when riding motorbikes and electric bicycles will be one of the violations that are required to focus strictly on handling to contribute to reduction of traffic accident criteria in 2021 by the set targets.

Decree No. 100/2019/NDCP on administrative penalties for administrative violations of the road-railway sector stipulates: A fine of from VND 200,000 to VND 300,000 against drivers taking passengers not wearing helmets, drivers riding motorcycles not wearing helmets, against motorcyclists without proper helmet straps, except for the case of carrying sick people on emergency, children under 6 years old, escorted people on committing law breaches.

A fine of VND 200,000 - 300,000 shall be imposed on people carried on motorbikes and mopeds (including electric motorbikes) and motorbikes-like vehicles (including electric bicycles) not wearing helmets for motorcyclists or motorcyclists without proper helmet straps when participating in road traffic.
