Russia a trustworthy partner of Vietnam: PM Phuc

Prime Minister Nguyen Xuan Phuc highlighted Russia as a reliable partner of Vietnam in the areas of defence and military security and technology at a meeting with President Vladimir Putin in Moscow on May 22.

Vietnam and Russia boast huge potential for stronger cooperation, Phuc said while calling greater efforts from both sides to lift two-way trade value to US$10 billion by 2020.

Host and guest noted with satisfaction trade cooperation in recent times, citing the effective implementation of a free trade agreement between Vietnam and the Eurasian Economic Union and showed their willingness to continue removing trade barriers, especially to agricultural and seafood and aquatic products.

They underlined the importance of energy and oil and gas cooperation, concurring to continue encouraging and offering favourable conditions for the operation of the two countries’ oil and gas companies in the respective countries, as well as the implementation of the project on nuclear technology and science research centre in Vietnam.

Apart from traditional cooperative fields, the two nations have potential for broader cooperation in high technology and digital technology, they noted.

President Putin said the Vietnam-Russia comprehensive strategic partnership has a high level of trust and welcomed the official visit by PM Phuc in the context that the two countries are launching a wide range of activities marking 25 years of the signing of the treaty on basic principles of the Vietnam-Russia friendship and the 70th anniversary of bilateral diplomatic ties.

He also affirmed his nation’s readiness to help Vietnam build an e-government, including online public service portals, information security centres, and smart city models.

PM Phuc, in turn, expressed his delight at his re-visit to Russia, saying that Vietnam always treasures the comprehensive strategic partnership with Russia as well as the valuable support and assistance provided by Russian people for Vietnamese people in the past and at the present.

The Vietnamese Government leader described Russia as a reliable partner of Vietnam in the areas of defence and military security and technology, and agreed with President Putin that both countries should continue working together on a multilateral and bilateral basis in these fields so to meet the countries’ practical benefits and work for peace, security and development in the region and the world.

President Putin affirmed that Russia backs the settlement of disputes at the East Sea by peaceful measures in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the full implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and the early compilation of the Code of Conduct in the East Sea (COC).

The two leaders also discussed a host of regional and global issues of common concern, and consented to step up closer coordination and offer mutual support at multilateral forums.

On the occasion, PM Phuc conveyed the regards and invitation to visit Vietnam from Party General Secretary and State President Nguyen Phu Trong to President Putin and the invitation was graciously accepted.

The same day, PM Phuc met Chairwoman of the Federation Council (Upper House) of the Federal Assembly of Russia Valentina Ivanovna Matviyenko in Moscow, during which

the Vietnamese cabinet leader said the Vietnamese and Russian legislatures have maintained regular contact and close coordination at inter-parliamentary forums such as the Inter-Parliamentary Union (IPU) and the ASEAN Inter Parliamentary Assembly (AIPA).

Such joint work has contributed to deepening the Vietnam – Russia comprehensive strategic partnership, he said.

In reply, the Russian top legislator highlighted the high consensus among Russian leaders on  fostering the trustworthy partnership with Vietnam, saying the Federation Council will continue working with the National Assembly of Vietnam to expedite the effective implementation of agreements and cooperation projects between the two countries, particularly the Eurasian Economic Union – Vietnam free trade agreement.

She hailed the organization of the Vietnam Year in Russia and the Russia Year in Vietnam, adding that the diverse and meaningful activities will help tighten the bilateral traditional friendship and comprehensive cooperation.

PM Phuc showed his appreciation for the effective assistance of the Federation Council, especially of its Chairwoman, in augmenting collaboration between Vietnamese and Russian localities recently.

He told his host that some cooperation deals have been signed between Vietnamese and Russian localities during his current visit such as the one between Binh Thuan province of Vietnam and Kaluga city of Russia.

He voiced his hope that the Federation Council will continue helping Vietnamese cities and provinces set up collaboration ties with their Russian peers.

The two sides consented to facilitate their citizens’ travelling between their two nations to deepen mutual understanding and friendship.
