Smart urban development - the momentum for breaking through

Ever since 2016, the project of Binh Duong Smart City has been implemented in a bid to transform growth model and catch up with the 4th industrial revolution and get ahead of new and quality waves of investments. IT application has not been the only in the spot light but comprehensive program enabled by the project of Binh Duong Smart City to accelerated local socio-economic development, strongly contributing to the outstanding development in 2016-2020 and expected breakthroughs in 2021-2025.

Strategies of a smart city
Through the smart city strategies, Binh Duong province has gradually cooperated with leading groups in technologies like Schneider, Philips, Bosch, NXP, Intel, TMA, and well-known domestic and foreign institutions and schools of National University of Singapore (NUS), Industry and Technology Research Institution (ITRI) of Taiwan, Chungnam National University of Korea, Portland State University of USA, Ho Chi Minh city National University, Vietnamese Academy of Mechanics and Applied IT of Vietnamese Academy of Sciences and Technologies, among others. The cooperation has helped BInh Duong province construct centers of researches, creativity, and large-scale training.
To create premises for a new city construction, Binh Duong province has established eData Center which holds widespreading optical-fiber internet system - a part of the 4th industrial revolution. In 2018, Becamex IDC and ITRI joined up in the project of interactive data analysis system on ads cloud and broadband wireless internet. Nguyen Van Hung, Chairman of Becamex IDC informed that on constructing a smart city, Becamex IDC has been demanded by the provincial authority to build industrial parks and attract sectors of highly added values. For years, Becamex IDC has get to know many Taiwanese corporations that had been successful in construction and development of industrial parks.
“Getting into the cooperation, we hope to receive the share and experience from Taiwanese corporations regarding industrial construction in Binh Duong,” said Hung. 
Besides, in the past years, Binh Duong province has successfully host consecutive international cooperation events of economics, sciences and technologies, creativity and innovations, and smart municipality such as Global Innovation and Creativity Forum, Horasis, etc. to attract thousands of enterprises, multi-national groups, universities, politicians, and majors from all over the world, bringing about practical and immense benefits from investment cooperation, experience sharing and brandname introduction to the world. Binh Duong province and its localities have in turn been admitted to world prestigious organizations like ICF, WTA, WTCA, and many more. In two consecutive years of 2018 and 2019, Binh Duong smart zone was honored by ICF as one of 21 areas of typical smart city development strategies in the world.
Getting ahead of new investments
Up to date, total investments into infrastructure of industrial parks and clusters in Binh Duong province have gaind VND 9,139.5 billion into 29 industrial parks (27 of which have been operating) on an area of 12,743 hectares, 80.9% of which have been rented and 12 industrial clusters (9 of which have been operating) on an area of 790 hectares, 70.6% of which have been rented.
In 2016-2020, foreign investments poured into the province has been USD 11 billion, exceeding by USD 5 billion from the target set by the resolution. Up to date, Binh Duong province has attracted over 3,600 projects of direct foreign investments from 64 nations and territories of over USD 35 billion to become the third locality in the nation having greatest foreign investment attraction after Ho Chi Minh city and Ha Noi city. Majority of the industrial production projects of foreign investors have been allocated to industrial parks and clusters of infrastructure meeting their demands. 
Niimi Hisashi, consultant of Nawa Precision Vietnam Co. Ltd. in My Phuoc Industrial Park 3, said: “Binh Duong province has been investing into more and more modern industrial infrastructure to meet the demands for development in the time of the 4th industrial revolution. In the meantime, local traffic infrastructure has become synchronous and connected, making it convenient to transport to ports for exportation. For the time to come, we shall continue with our third factory here. In the future, we shall be choosing Binh Duong province as our destination of investments for production and business development.”
Meanwhile, the province has attracted projects of infrastructure for services and municipality of over USD 1.2 billion, namely the internet service provision project of NTT Vietnam of USD 171 million, logistics and industrial real estates services offered by Warburg Pincus in joint venture with Becamex IDC at over USD 240 million. 
Along with the foundation established by smart city construction, Binh Duong province has agreed upon implementation of Binh Duong Innovation Region - a local zone of sciences and technologies and an innovative step to attract investments of highly added values and create premises for high-tech production.
Nguyen Hoang Thao, Deputy Secretary of Provincial Party Committee cum Chairman of Provincial People’s Committee said: “BInh Duong Innovation Region is comparable to the next tenure’s program of 4 breakthroughs and 9 central tasks, of which, investments into development of HR, traffic, industries in connection wih sciences and technologies for business development with other units. Concurrently, economic development of Binh Duong province must be attached to regional economic development.”
