Dear people and businesses in the province
My first word on behalf of the provincial leaders and the whole political system are to express my deep condolences to the families whose loved ones have unfortunately died due to the Covid-19 epidemic in the past few days. I sincerely apologize to the people in the province for the cases that have not been responded to and resolved in a timely manner. At the same time, I also share with the great difficulties of the business community in the province in operation, production and business activitie before the Covid-19 epidemic situations.

Although the whole political system, frontline forces, supporting units, volunteers, organizations and individuals, especially the medical teams have made great efforts and showed selflessness to perform the tasks, due to the complicated epidemic of too quick spreading along with the confusion and delay in coordination of some parts, it was not good to respond promptly to the people's requests. Provincial leaders are making efforts and drastic measures to implement the best solutions for the people.

In the coming days, the epidemic situation would continue to develop complicatedly. Upholding the tasks of protecting people's health at the foremost, I call on the entire people in the province and the whole political system to unite and focus on taking stronger measures to soon drive away the epidemic.

Firstly, implementing stricter social distancing in accordance with Directive 16+, all people must stay at home and should only go out on urgent needs.

Frontline forces on duty must be closely managed, protected by anti-exposure measures. The army, police, militias, self-defense forces, political organizations and prestigious people in the community are assigned to block, lock and strictly control people coming in and out of the locations.

Houses are separated from houses, alleys from alleys, hamlets from hamlets; quarters, communes, wards, towns, districts, towns, cities... all have to be blocked from one another. Control of people entering and exiting must be strictly complied with regulations. The community COVID teams have to go to every corner and house to check for compliance with the social distancing. The competent forces should strictly sanction acts that do not comply with the regulations. Cadres and party members at grassroots must be really exemplary to directly guide the strict implementation of the requirementss of Covid-19 epidemic prevention and control. We must be determined to maintain the blue zones, political security, social order and safety.

Secondly, the strategy of testing and screening is implemented to separate F0 from the community and to quarantine F1 with the motto of certainty too create clean and safe areas. For production activities, regulations should be properly implemented and safety in disease prevention and control should be ensured to maintain production activities or else all will be resolutely stopped.

Testing and screening must be conducted on workers on returning to their places of residence; coordination of information to localities for management is to organize the return of workers to their hometowns closely from the beginning to the end.

Vaccination must be organized to ensure the schedule and safety. Tthe conditions and procedures should be continually coordinated to bring and pick up people to their hometown safely and smoothly.

Thirdly, quarantine facilities, hospitals and treatment areas should be quickly set up as all human and material resources are mobilized to strictly follow professional instructions to minimize the mortality.

Fourthly, activities are promoted to take care of wounded soldiers, sick soldiers, and families of martyrs on the occasion of the 74th anniversary of Martyrs' Day (July 27) under new conditions; and at the same time, efforts are made to implement well social security policies such as providing enough essential goods for people and organizing more supermarkets, relief locations, etc..

Fifthly, the hotline 1022 is activated to inform the people so that all the people's difficulties will be quickly helped by the quick respondingg teams of all levels.

With the tradition of heroic Binh Duong in combat, industrious in labor, by the strong will, spirit and affection inherited by the good tradition of the Vietnamese people and with responsibility of the whole society in contribution into the prevention and control of Covid-19 epidemic, I urge the people of the province and the business community to unite to support the measures while encouraging the production activities under the "three on the spot" requirements for Covid-19 prevention and control and raising the sense of self-protection of health within their capabilities. Please join hands to contribute efforts, materials, and spiritual minds more or less to the COVID prevention fund. I would like to express my deep gratitude to the medical staffs and volunteers who are on the front lines of the fight against the epidemic and who are sacrificing everything for the health and lives of the people. Organizations, individuals, and business community along with the political system that have tried in the past must now try harder to better overcome difficulties and win the pandemic fight and stabilize life and continue to develop Binh Duong to be worthy of the people's trust and love.
