To attract investment in high-tech industries

 Not stopping at gained results in FDI investment in recent years, Binh Duong has been actively preparing all conditions, including the construction of a scientific and technological industrial park (STIP) to create a foundation for attracting new generation FDI to meet local development demands in the future.

Facing the opportunities and challenges of Industry 4.0 and especially building a smart city, Binh Duong is looking forward to the models of smart industrial park to be ready for new investment waves in the new context.

Nguyen Van Hung, Directors Board’s Chairman of Becamex IDC, said that the province assigned Becamex IDC to plan a 900-hectare STIP in Bau Bang district to attract ST enterprises, thereby establishing industrial parks for businesses in fields with high gray matter content and added value, promoting research and technology transfer centers for development. This IP will also attract many intellectual and skilled workers; contribute to forming a smart business community interacting and working together to create high-value products.

In addition to the development of modern and synchronous infrastructure, the key to success of a STIP is the construction of soft institutions through incentive policies, modern management systems, and forming an innovation ecosystem based on the close cooperation and interaction between creative innovation actors in the region.

According to Becamex IDC, the goal of STIP construction is to establish a solid foundation for the sustainable development of Binh Duong. That is to change the economic structure from labor-intensive industries to high value added industries based on technology and knowledge base. This IP will play a role in building an essential foundation to create innovation based on the region's knowledge and support the innovation ecosystem.

STIP also assists foreign companies in promoting the development of high-tech industries in the region, establishes a support system to nurture technology companies, and attract foreign technology companies. Zoning orientation includes university and institutes; industrial parks; urban service area; cultural and community sports area; business park area.

To build a STIP, Becamex IDC worked with consulting units, especially in close cooperation with WTA to set up models, ideas, implementation plans, development strategies, and policies on key industries. Recently, a WTA expert team consisting of many professors from famous Korean universities conducted field researches and surveys in Binh Duong.

Besides, Becamex IDC cooperated with a planning consulting unit from Singapore to study the combination of spaces and works to create an ideal environment to promote innovation, interactivity, and connection between the main parties. The two units also set up a preliminary planning ground, a functional subdivision, a master plan, and an urban design including greenery, water surface, public transportation, and bike paths, , walking streets, green technical  infrastructure solutions.

In addition, Becamex IDC also actively worked with partners, who are high-tech investors, infrastructure development groups of the Netherlands, Japan, and South Korea to promote the participation of important partners as well as prepare the first customers for the STIP. It is expected that a semiconductor factory would be the first customer of the STIP.

To develop world-class trade and services

Becamex IDC is developing a project of Binh Duong World Trade Center (WTCBD) in Binh Duong New City to become an official member of World Trade Center Association (WTCA). This project is a strategic step to accelerate the process of Binh Duong's economic restructuring, from industrial production as the key sector to diversification and gradually increasing the proportion of trade - services.

Nguyen Hoang Vu, Deputy General Director of Becamex IDC, said the development of world-class international trade and service activities would contribute to increasing competitiveness, attracting investors, entrepreneurs, experts to Binh Duong. The success of this project could create a turning point for Binh Duong in the future, step by step forming an international trade ecosystem that connects trade for the whole region, becoming a dynamic center of the whole country and the region.

WTCBD is planned to be built in the central area of ​​Binh Duong New City. This will be a complex including a center for fairs, international conventions, hotels, shopping centers, office areas, metro station of the city connected to metro line 1 of Ho Chi Minh City.

Besides, in recent time, Binh Duong also focused on developing logistics industry. Accordingly, the province reserved a land fund to build a port system and infrastructure to develop logistics services to meet import and export demands of businesses inside and outside the province. Binh Duong also focuses on attracting small and medium-sized enterprises to invest in supporting industries. In the coming time, in terms of FDI attraction, Binh Duong will continue to focus on heightening quality, quickly increasing services, high-tech industries, and supporting industry projects.

According to provincial leaders, in order to achieve the goal of attracting investment in high-tech field, apart from solutions to complete mechanisms and policies on investment attraction, improvement of essential technical infrastructure, Binh Duong also pay attention solutions to improve the quality of human resources. Specifically, the province will develop policies to attract professional managers, experts, and high-tech workers to meet the province's development requirements in the new period; diversify and expand the forms of cooperation in providing and training human resources in the direction of cooperative training and labor recruitment... With these solutions, by 2020 Binh Duong would raise the percentage of trained labor to 80%.
