To ensure Covid-19 prevention and control in military recruit of 2021

In order to ensure 100% completion of the target of selecting and calling citizens to enlist to the army in 2021 at both levels, People's Committee of Phu Giao district proposes a number of plans and solutions to organize conscription camps and military delivery to ensure the prevention and control of the Covid-19 epidemic.

Recently, 5 cases were found positive for SARS-CoV-2 in Phu Giao district. Currently, the disease situation of Covid-19 in the district has basically been controlled; the possibility of infection in the community is now low. However, according to assessment, the cases positive to SARS-CoV-2 in the province's bordering areas are still developing complicatedly. In order to ensure 100% completion of the target of selecting and calling citizens to enlist in 2021 at both levels, the People's Committee of Phu Giao district proposes a number of plans and solutions to organize conscription camps and military delivery to ensure the prevention and control of the Covid-19 epidemic.

In the current disease control situation in the area, the military delivery plan will be implemented like 2020 (the option 1). In the morning of February 2, People's Committee of the commune gathered recruited youth in the locality to manage them. At 2:00 P.M. on the same day, it was organized to send young people to the gathering point for delivery and reception at district level. As for An Binh commune, young people are not recruited in the commune but they are gathered at the district-level military intersection. Communes and towns are self-managed to organize activities at the camps and strictly observe the spirit of "5K" of the Ministry of Health. 6 A.M. of March 3, deliver and receive troops in accordance with regulations.

As for epidemic prevention and control measures, it was agreed to test SARS-CoV-2 once for all recruited youth (both official and preventive). After getting negative test results, the district Military Service Council combines health care unit and family to monitor their health closely as well as extending care and encouragement for young people to be recruited at home, limiting contact in crowded places. For young people who have been recruited, they will strictly implement epidemic prevention and control activities.

The district health center organizes the spraying and disinfection of the surface of the concentrated area with the 0.05% Cloramin B chemical and disinfection of vehicles entering and leaving the area and regular military transport vehicles. In the military gathering area, the "5K" recommendation of Ministry of Health should be strictly followed. Health of young recruits preparing for enlistment is regularly monitored along with body temperature measurement 2 times a day (in the morning and afternoon). A temporary isolation area at the gathering point is arranged to receive and isolate for monitoring cases of fever, cough, shortness of breath or suspected SARS-CoV-2 infection, and review all exposure cases for proper isolation. In the area of ​​the camp, a team is arranged to measure body temperature and make medical declaration against all people entering and leaving the gate. Each young man admitted to the camp should have only 1 or 2 family members to accompany who must register his/her full name and entrance permit issued by the organizer.

In the event that Covid-19 infection in the community persists (the option 2), the military assignment plan for the commune level where the area is blocked will not be concentrated in the commune, but at 2:00 P.M. on February 2, the communal People's Committee would send the recruited youths to gather at the district-level military intersection. Particularly for the number of young people in the blocked area, the regulations of the health sector shall apply. For the remaining localities, the same plan as the option 1 is followed.

The epidemic prevention and control solution implemented as the 1st army assignment option is only different for the recruited youth (both official and preventive) who are in blocked areas, requiring twice tests for SARS-CoV-2. At the same time, measures to prevent and control diseases are taken according to the guidance of the district Health Center. Vehicles ensuring the delivery of troops are spaced for carrying only 50% of the number of people as prescribed.

In the event that Covid-19 infection in the locality emerges (the option 3), the military assignment plan is at 5:00 P.M. on March 2, and the commune-level People's Committee sends the recruited youth to gather at the district-level military delivery point. Particularly for the number of young people living in a blocked area, regulations of the health sector shall apply. 6 A.M. of March 3 delivering and receiving troops would be carried out according to regulations. The epidemic prevention and control solution is the same as the military delivery option 2.
