Binh Duong needs to focus all resources on Covid-19 prevention and control

Deputy Prime Minister Vu Duc Dam made the statement at a meeting with provincial leaders on Covid-19 prevention and control on the afternoon of July 20. The meeting was attended by  Bui The Duy, Deputy Minister of Science and Technology; Nguyen Truong Son, Deputy Minister of Health; Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee; the Ministry of Health’s support group on Covid-19 prevention and control in Binh Duong and members of provincial Steering Committee for Covid-19 Prevention and Control. The meeting was connected online with 9 districts, towns and cities in the province.

Requesting the Government to support medical equipment

Reporting to Deputy Prime Minister Vu Duc Dam, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee said that over the past time, Binh Duong drastically implemented anti-Covid-19 measures, but the number of Covid-19 case still increased rapidly. This was because the province failed to control over the source of pandemic transmission from Ho Chi Minh City while there was cross infection in isolation areas, blockade areas, from lodging facilities to companies and vice versa. Most recently found positive cases have carried the Indian variant of the coronavirus with fast spread speed and short transmission cycle (about 2-3 days)...

Deputy Prime Minister Vu Duc Dam works with provincial leaders on Covid-19 prevention and control

Currently, the province’s health sector is organizing large-scale Covid-19 testing by rapid antigen testing combined with Realtime-PCR  method on 1.8 million people across the province. Particularly, the province will prioritize rapid antigen testing at companies, factories and make screening by pooled sampling method for people living in areas with the high risk of Covid-19 outbreak in the community such as workers at lodging facilities, people living around the lodging facilities, traders at markets or shops around lodging facilities, bus stations with a high frequency of daily gatherings.

Regarding treatment capacity, the province can meet requirements if further increasing its maximum capacity of hospital beds. However, the province’s medical supplies, biological products, and test kits are not enough for the current fight against Covid-19 pandemic. Currently, there are only 57,500 antigen rapid tests. It is forecasted that the number of Covid-19 cases will increase in the near future, so the province has asked the Government and the Ministry of Health to support 50 ventilators, 200 doctors, 250 nurses and ECMO machines. In terms of testing, the province needs 24 medical workers for RT-PCR testing to perform 100,000 to 200,000 rapid antigen tests, 20,000 PCR tests. The Government has considered and allowed the province to receive ambulances donated by organizations, individuals and businesses for Covid-19 prevention and control in the current period.

Focusing resources on Covid-19 prevention and control

After hearing the opinions of ministries, sectors and leaders of Binh Duong province, Deputy Prime Minister Vu Duc Dam emphasized that the Government is very interested in Binh Duong's implementation of the Prime Minister’s Directive 16. Although being difficult, it is a right decision, step by step bring efficiency and receiving the consent of the Government and people and the participation of many experts and scientists. The core spirit of the Directive 16 is to isolate between houses and houses, groups and groups, quarters and quarters, districts and districts. The whole province must be determined to carry out a strategy of firmly maintaining the “green zone” to wipe F0 cases out of the community, thereby joining hands with HCM city to form up a safe belt.

Binh Duong must focus resources on human resources and machinery for the fight against the pandemic. The province must scan “red zones” for many times and have a plan to classify and synchronize from sampling to returning results for people there. If detecting Covid-19  cases, the province will immediately transfer them to the local collection and treatment area. The province must also consider a plan for the worse situation and is ready to support Ho Chi Minh city to treat F0 cases. The province must create a large space for asymptomatic F0 cases to do exercises and closely monitor them so that when symptoms appear, they can be transferred to higher-level facilities for treatment. In addition, the province needs to deploy oxygen concentration while encouraging and creating maximum protection conditions for medidal workers  so that they can do their tasks better. In addition, the province should pay attention to take care of the lives of workers and people with difficult circumstances.

Binh Duong needs to quickly identify factories that are safe to resume operations. The province also needs to rearrange and deeply mobilize people at lodging facilities to move into a clean zone and  implement the "2 places, 1 road" rule while encouraging them to be determined to fight the pandemic. The province must maintain the "green zone" in the northern region and liberate each group, area in the “red zone”. In the blockade area, the province needs to avoid the situation of "tightening outside, loosing inside”...

*On the morning of the same day, Deputy Prime Minister Vu Duc Dam and members of the central delegation and provincial leaders carried out an inspection tour on Covid-19 prevention and control at Yazaki Co., Ltd. Vietnam in Di An city, Covid-19 patient treatment area in Tan Uyen town’s Phu Chanh ward and Viet Nga Specialty Gas Joint Stock Company in the Vietnam - Singapore Industrial Park IIA in Tan Uyen town.

During the inspection tour, Deputy Prime Minister Vu Duc Dam heard and shared difficulties with businesses and employees. For Covid-19 prevention and control to be implemented more synchronously, drastically and effectively, he also asked for these businesses to be proactive to coordinate and provide the locality with data on workers. This is of great significance and helps the locality easily zone, trace contacts and make epidemiological investigation in case of recording new infections at factories.

In the Covid-19 patient treatment area of Tan Uyen town’s Phu Chanh ward, Deputy Prime Minister Vu Duc Dam asked for provincial People's Committee to opportunely find units supplying 1,000 oxygen heads for treating Covid-19 patients; urgently equip all medical equipment, especially ventilators and oxygen systems in order to get ready for dealing with the worst situations. For medical workers, the province also needs to have protective and supportive measures for them; make sure to maintain the spirit and health of frontline anti-Covid-19 forces so that they can stand firmly and fight the pandemic...

DEPUTY PRIME MINISTER VU DUC DAM: Binh Duong must consider difficulties as a motivation to strive and affirm the maturity of the local cadres; take advantage of maximum cooperation and assistance of ministries, departments, sectors and people; organize the receipt of donations in an orderly, efficient, scientific manner, avoiding waste. In addition, the province needs to promote production and business, support workers who lost their jobs, people facing difficulties, due to the pandemic; establish relief centers, hotlines to take over people's difficulties, organize sales at alleys and streets lacking supply of goods; drastically save and treat Covid-19 patients, prevent infection at hospitals, minimize deaths and take care of the material life of frontline anti-Covid forces.
