Maintaining safe, stable locality in a new normal state

Yesterday afternoon (March 2), Nguyen Hoang Thao, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired a periodic session of provincial People's Committee with focus on reviewing the local socio-economic situation in February and extending tasks for March, 2021. Attending the session were Vice-Chairpersons, members of provincial People's Committee, leaders of provincial People's Council and departments, sectors in the province. The conference was online to 9 bridge points of districts, towns and cities in the province.

Striving to maintain steady growth

Provincial People's Committee assessed that the complicated development of Covid-19 epidemic in February made the socio-economic situation of the country, including Binh Duong, difficult. In addition to the urgent task of effectively promoting Covid-19 prevention and control, with the participation of the entire political system, Binh Duong has been drastically implementing solutions to gradually overcome difficulties, stabilizing the lives of people, making full use of all available advantages to ensure the implementation progress of socio-economic development tasks, maintaining a safe and stable locality in a new normal state.

Provincial People's Committee urgently implemented the 2021 socio-economic development plan in all sectors and fields; organized activities to serve people to welcome the Tet (Lunar New Year) holiday in line with the situation of Covid-19 prevention and control; quickly normalized activities right after the Tet holiday. The situation of the local political security, social order and safety before, during and after the Tet holiday was maintained. The province also well prepared the hand-over of newly-conscripted soldiers in 2021.

Although being affected by Covid-19 pandemic plus long Tet holiday, the province's economic situation still showed signs of prosperity. The province’s index of industrial production (IIP) in February 2021 was estimated to decrease by 24.8% and 14.1% over the previous month and the same period last year. The figure in the first two months of the year increased by  6% against the same period last year. The province’s total retail sales revenue of goods and services was VND21.3 trillion, down 4.9%  against the previous month and up 10.2% over the same period last year. The province’s consumer price index (CPI) surged by 0,69% over the same period last year. The province’s export turnover was estimated at US$1.86 billion while import value was US$1.13billion. As of February 15, the province attracted VND5.71trillion in domestic investment capital and US$225 million in FDI capital, 4.3 times higher than the same period last year. The province’s State budget revenue was estimated at VND4trillion while State budget spending was estimated at VND700billion. The province’s social welfare was guaranteed. Mr. Thao assessed that the province performed its tasks in the context of new advantages and opportunities in the first month of 2021. The province recorded many economic growth indicators over the same period last year. However, the province's socio-economic situation faced many challenges, due to the spread of Covid-19 pandemic on the days near the Tet holiday. Many provinces and cities in the country appeared cases of Covid-19 infection in the community. In the province, there were 6 cases of infection in the community reported in Phu Giao district, Thu Dau Mot city and Thuan An city. However, thanks to the integral efforts by the local administration, relevant forces and people, the province curbed the pandemic, thereby reducing socio-economic damage, contributing to helping people enjoy Tet  in a new normal state.

Consistently implementing "dual goals"

Amid the complicated development of Covid-19 epidemic, the province has continued drastically implementing the "dual goals" of Covid-19 prevention-control and socio-economic development. In 2021, the province has set a target  of reaching 8.5%-8.7% in economic growth. However, provincial People's Committee has requested departments, sectors and localities to recheck and supplement tasks to be able to achieve the growth target of March and the first quarter of 2021 amid the complicated development of the pandemic.

At the session, departments, sectors and localities were highly determined with the set targets of GRDP growth and State budget revenue for 2021. Although recording 6 cases of Covid-19 in the community, the province curbed the pandemic in the soonest time. This is a decisive factor for the province to continue successfully implementing the "dual goals" of the year.

Making conclusion at the session,  Mr. Thao affirmed that Covid-19 prevention and control is still a key task of the province. The whole province makes more efforts with high determination to complete socio-economic development goals; continue thoroughly grasp and steadfastly implementing the "dual goals"  of Covid-19 prevention-control and socio-economic development.

He also asked to further promote the responsibility of heads of all levels, sectors and localities in maintaining the local achievements of Covid-19 epidemic prevention and control in order to obtain the goal of maintaining a safe and stable locality in a new normal state, achieving growth target and increasing State budget revenue in proportion to the growth target.

Mai Ba Truoc, Director of provincial Department of Planning and Investment: In order to achieve the socio-economic growth target, the province has determined that improving the local investment environment is an important task in 2021, thereby stimulating economic growth. In 2021, the province will continues promoting the application of information technology in all stages of business registration, investment registration to reduce the time and costs of investors; continue cutting down the time to deal with administrative procedures for investment in order to shorten the time to market and improve efficiency of public investment plan management.

Nguyen Hong Chuong, Director of provincial Department of Health: As of March 1, all Covid-19 pandemic sites and areas in the province were controlled. Areas where have the risk of pandemic infection in the past were lifted lockdown. Cases of concentrated and home isolation completed isolation time under regulations. All infected cases have stable health. Up to now, the province has had no new cases in the community within 24 days. On March 6, provincial Department of Health will propose the Ministry of Health to take Binh Duong out of the epidemic area. The Department continues to strictly grasping and upholding a sense of responsibility for implementing measures on Covid-19 prevention and control.

Le Minh Quoc Cuong, Director of provincial Department of Labor, War Invalids and Social Affairs: As of March 1, most of enterprises in the province resumed operation and over 91% of employees returned to work after Tet. Some enterprises have over 98% of workers returning to work. The high rate of employees returning to work has created favorable conditions for enterprises to stabilize production and business. As predicted, enterprises in the province now need around 45,000-50,000 laborers.
