Update: 24-06-2021 | 11:38:21

Together with economic growth, Binh Duong proposed solutions to take care of the lives of policy beneficiaries, poor households, and workers, helping these people to enjoy the fastest development results  the province. Loan support programs of government levels and branches have helped form economic models to heighten the income of poor households in Binh Duong beyond the national standard. Vocational training programs for rural laborers not only opens up job opportunities but also helps many poor workers to better their lives.

Provincial Labor Confederation implemented some programs to take care of workers, including a program to give an allowance to workers affected by the Covid-19.

Taking care of policy beneficiaries and poor households

Currently, changes in remote communes of Dau Tieng, Phu Giao and North Tan Uyen districts have narrowed the gap between urban and rural areas of Binh Duong. Besides asphalt roads stretching to remote areas, crowded residential areas, spacious houses, full of essential services have emerged.

Nguyễn Duy is of family meritorious services to the country, lives in Dinh Thanh commune (Dau Tieng district), and has received attention and care from local government. On big anniversaries and New Year events, the family feels even happier when local administration visit and give gifts to them. “Thanks to preferential loans for poor households and policy people 10 years ago, my family planted rubber trees and raised livestock, and then achieved a stable life like today. We are also very happy to witness our hometown changing day by day,” said Duy.

According to Duy, now the gap between urban and rural areas is no longer too large. Now sitting at home, tens of kilometers far away from the town center, he is still able to use internet, do online shopping. Concrete asphalted roads stretch to house doors, their motorbike wheels are no longer covered with mud. With this development, children in rural areas also have better development conditions in all aspects. Besides, thanks to good policies to take care of poor households, policy beneficiaries, many rural families have improved their living standards and even become well .

To take care of poor households and policy people, Binh Duong develop practical solutions. In addition to state budget fund, the province also called for contributions from people and businesses to Fund For the Poor. The vocational training programs for rural workers has opened up many opportunities for the poor to rise up. Each year, these programs not only provide stable job opportunities for thousands of workers, but also creates opportunities for them to access policy loans. Therefore, many people opened small businesses at home, and have become owners.

In order to help poor households eradicate poverty sustainably, every year, local administrations coordinate with provincial Department of Labor - Invalids and Social Affairs to hold meetings with poor households in communes, wards and townships having high poverty rates in order to understand thoughts and aspirations of poor households and propose practical poverty reduction measures.

Lê Minh Quốc Cường, Director of Department of Labor, War Invalids and Social Affairs, said: “In order for the poor to eliminate poverty sustainably, in addition to vocational training, government levels make effort to understand aspirations of poor households to find ways helping the poor. When a poor household borrow a loan, we must know what they borrow for, whether it is effective or not, in order to promptly advise and assist them. Taking care of poor students and people with meritorious services is always the top concern. As a result, Binh Duong has no more poor households according to the national standards. The poverty line of Binh Duong exceeded the national standard by 1.7 times”.

To take care workers' lives

Many workers coming to Binh Duong to establish settlement bought lands, built their own houses, and created happy families. In order to have adequate houses for laborers, Binh Duong developed a project to build social housing for poor workers many years ago, or low-income social housing projects; thereby opening up an opportunity for thousands of people to have a home. The social housing areas of Dinh Hoa, Hoa Loi, Bau Bang have been continuously expanded in recent years. In order for workers to have a home, many companies also established funds to grant loans to workers at low interest rates. In addition, some companies, industrial parks also built and opened preschools and primary schools, greatly supported workers in raising their children.

For nearly two years, the Covid-19 has taken place and greatly affected the income and workers' lives. In order to help laborers overcome difficulties in the current period, Provincial Labor Confederation collaborates with authorities at all levels to care for employees by practical activities. In April 2020, when the province implemented social distancing, workers faced difficulties because they had no income. The authorities quickly encouraged the entire population to join hands and help workers. Thousands of lodging house' owners have reduced rent, or even did not charged workers rent for 2 months in a row. Binh Duong people simultaneously helped workers materially and spiritual.

At that time, on roads in Thu Dau Mot city, Thuan An city, Di An city etc, large number of people participated in charity activities, such as giving free face masks, distributing rice, instant noodle, bread... Many restaurant owners mobilized their staff to cook thousands of free meals and distributed them to workers on the streets. Red Cross Associations at all levels called for donations of hundreds of tons of rice, instant noodles and necessities then were delivered to the poor and disadvantaged workers. Immediately after that Covid-19 wave, Provincial People's Committee directed Provincial Labor Confederation to quickly make a list of difficult workers to give financial support, lend loans at low interest rates through CEP Fund.

This year, as the fourth wave of Covid-19 appeared, authorities at all levels quickly take action to help workers. In addition to gifts delivered to lodging houses, isolation areas to support difficult workers, Provincial Labor Confederation also promptly gave 3 million/person to F0 cases; 1.5 million VND/person to F1 cases and 500,000 VND/person for F2 cases. Besides the collaboration with all levels and branches for disease prevention control, Provincial Labor Confederation called for all people and businesses to support Fund for Disease Prevention and Control, Vaccines for workers. Trade union officials at all levels not only appealed but also contributed money to buy noodles and water bottles and send to isolation areas for workers.

This year, due to the epidemic, recreation programs on big holidays or Tet Festival were not held, but in return there were meaningful gifts to laborers. Tet care programs were thoughtfully implemented to support workers affected by storms and floods; workers suffering from illnesses and labor accidents were also visited by received gifts.

l Nguyễn Kim Loan, Chairwoman of Provincial Labor Confederation:

“Besides the attention from authorities at all levels and organizations, in general, workers' lives are still difficult. Depending on the extent of the impact of the pandemic, Provincial Labor Confederation will make recommendations to relevant authorities and agencies to promptly take care of workers' lives in the coming time."

l Lê Minh Quốc Cường, Director of Department of Labor - Invalids and Social Affairs:

“In order to well implement the national target program on poverty reduction in the 2021-2025 period, government branches and levels need to renew their awareness, ways of doing, and flexibly apply policies in poverty reduction; must arouse the will, the spirit of self-reliance to rise up in each poor household".
