Key traffic projects: Urgently "removing obstacles", speeding up progress

Working with relevant departments, sectors and localities on the progress of implementing the local key traffic projects yesterday morning (September 6), Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly deputy delegation acknowledged and applauded the units for their great efforts in carrying out their tasks. However, he requested them to have close coordination, uphold their roles and responsibilities, especially the role of leaders to lead and direct the removal of obstacles, speeding ​​up the implementation of the projects and put them into use soon.

"Encumbered" by site

North Tan Uyen - Phu Giao - Bau Bang arterial road is a key traffic project of the province passing through 3 districts of North Tan Uyen, Phu Giao, Bau Bang, connecting traffic with Binh Phuoc province’s Dong Phu district. According to provincial Department of Transport, as of early September 2023, the road construction project from Tan Thanh to Tam Lap bridge invested by the People's Committee of North Tan Uyen district with a total length of about 9km has been completed. The investor is implementing procedures to carry out the acceptance test and put the project into use. Meanwhile, the road construction project from Tan Long - Lai Uyen invested by the People's Committee of Bau Bang district with a total length of more than 8km has basically completed compensation and site clearance. Vo Thanh Giau, Chairman of Bau Bang district’s People's Committee said it is expected that by the end of September 2023, construction will be completed and continue carrying out bidding packages for installing lighting systems and trees.

However, the road construction project from Tam Lap intersection to Bau Bang invested by the People's Committee of Phu Giao district with a total length of more than 17km has so far reached about 76.8% of the construction progress. The district has handed over about 92% of the land to the investor, but there are still some households that have not agreed to receive compensation. Doan Van Dong, Chairman of Phu Giao district’s People's Committee said that over the past time, the district's sectors have focused on mobilization and propaganda so that people can agree on the policy of receiving compensation. He said that the district will further mobilize and propagandize while making the maximum use of prescribed policies to support people.

Also according to provincial Department of Transport, many projects are currently facing obstacles in site clearance work, affecting their progress of implementation. Particularly, the BOT project to upgrade and expand National Highway 13 has stillencountered obstacles in site clearance from Ong Bo bridge to Vinh Binh bridge. As of now, the section from Tu Do intersection to Ong Bo bridge has about 21.8% of site handed over. The section from Ong Bo bridge to Vinh Binh bridge has had over about 3.5% of site handed over. In addition to site clearance, many projects are also behind schedule because the relocation of infrastructure facilities in terms of power, water supply and drainage has not been done in a timely way, causing difficulties for construction units.

Being proactive to solve problems

At a meeting with relevant departments, sectors and localities on the implementation progress of the local key traffic projects on the morning of September 6, Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation acknowledged and applauded the units for their great efforts in carrying out their assigned tasks. The disbursement for investment capital at projects has had many positive changes. However, he requested them to focus on implementing drastic solutions to speed up the implementation of the local key traffic projects. He also requested localities and relevant units to be more drastic in site clearance and compensation. He emphasized that site clearance is the most important work, so secretaries and chairpersons of the People's Committees of districts, towns and cities need to strengthen their leadership and direction to speed up the progress of site clearance; further propagandize and mobilize people to agree on site clearance and compensation. In addition, it is necessary for them to maximize the use of policies as prescribed to support people in the area of ​​land acquisition, ensuring that after compensation and site clearance, people must have the same or better standard of living than before.

Along with site clearance, Mr. Loi requested provincial Department of Planning and Investment and related units to allocate enough capital and be flexible in arranging capital sources at the capital disbursement requirements of projects. He also noted that the local all-level authorities need to excel at bidding and selecting contractors with enough capacity to ensure project quality and construction progress. In fact, for a number of contractors, although sites have been handed over, construction is very slow, affecting the overall progress of the projects

Earlier, when surveying the construction progress of the North Tan Uyen - Phu Giao - Bau Bang arterial road project, provincial Party Committee Secretary spoke highly of the efforts by relevant units while requesting them to make more efforts to complete the project in 2023 at all costs. He also requested leaders of Phu Giao district to coordinate with provincial Traffic Construction Investment Management Board to further speed up the progress of land clearance and compensation for the project.

Provincial Party Committee Secretary also asked for units and localities to complete relevant procedures under the law to make compensation and site clearance for key traffic projects, namely the belt road 4, Ho Chi Minh city - Chon Thanh expressway, Saigon riverside road, Phuoc Kien intersection.

ACCELERATING PROGRESS OF BACH DANG 2 BRIDGE PROJECT
Compensation for site clearance of the project to build the road leading to Bach Dang 2 bridge on the side of Binh Duong has now been made with the amount of VND88 billion or 39% of total. Tan Uyen city’s Land Fund Development Center continues setting up a plan on making compensation, resettlement and handing over construction sites in the fourth quarter of 2023. In addition, the Dong Nai River bridge construction project has so far reached about 40% of construction volume.
Urgent research to build a road along the Saigon river
According to provincial Department of Transport, Thu Dau Mot city’s People's Committee has so far completed a report on Saigon riverside road project from Bay Tra canal to Ba Lua canal with a total length of about 2.2km and submitted it to provincial Department of Planning and Investment for appraisal. For the section from Gia Long road to Vinh Phu 40 road with a total length of about 1.84km, the section from Binh Nham canal to An Son port with a total length of about 2.23km, Thuan An city People's Committee is adjusting a report proposing investment policies with an appropriate scale under the local general planning approved. A report proposing investment policies for the section from Ba Lua canal to An Son port with a total length of about 3km is also being prepared.
