Local Ips planning adjustment implemented

Early June 1, Tran Thanh Liem, Vice-Chairman of provincial People’s Committee presided over a meeting to hear provincial Industrial Parks (Ips) Management Board’s report on the implementation of the local Ips planning adjustment under the Prime Minister’s Official Dispatch No.173/TTg-KTN dated January 28, 2016.

Boosting economic growth

Under the Prime Minister’s Decision No.1107/QD-TTg dated August 21, 2006 approving the planning on development of Ips in Vietnam up to 2015 and orientations to 2020; the Prime Minister’s Decision No.893/2014/QD-TTg dated June 11, 2014 approving the adjustment of Binh Duong’s overall socio-economic development planning to 2020 and supplemental planning to 2025, provincial People’s Committee has set up a plan on adjustment of the local Ips development planning. Accordingly, till 2020, Binh Duong will be home to 34 Ips with a total area of 14,790 hectares.

The whole province now has a total of 28 Ips, including 25 of more than 7,674 hectares under provincial Ips Management Board. In general, they have been built towards upholding resources of all economic sectors, in which the State-run economic sector is an important motivation for their development.

Regarding infrastructure investment, the Management Board has so far fulfilled site clearance and compensation for 93% of total area of Ips belonging to it. The Ips have also spent nearly VND 9.445trillion on technical infrastructure investment or 73.33% of total capital approved.

Most traffic systems at the Ips have had perfect investment as planned. Noticeably, all the Ips have built waste treatment and collection systems. They have also planted more than 105,635 green trees or 62% of the plan approved.

Till now, there have been 3,172.48 out of 5,349.23 hectares permitted for rent of the 25 Ips in operation hired by investors. Businesses at the Ips secured US$32.5billion in revenue in the 2011-2015 period. Particularly, they reached US$15.5bln in export turnover, paid around US$800mln for State budget…They have to date absorbed 453 domestic projects with a total registered capital of more than VND36.8trillion and 1,151 foreign ones with a total registered capital of US$9.65billion.

Bui Minh Tri, Deputy Head of provincial Ips Management Board said that the formation of Ips has contributed to promoting the local rapid economic development and making the shift of the local economic structure towards the growth of industrial manufacture and services. This has also contributed to improving the local traffic system at people’s demand for traveling and goods transport, thereby also generating jobs for laborers, forming up new urban areas and improving people’s lives…

At the meeting, representative of the investor of the South Tan Uyen IP suggested provincial People’s Committee to make the transformation of customs logistics at the IP and soon mark the boundary of the expanded IP approved by the Government to absorb investors. Whilst, representative of the investor of Tan Dong Hiep B IP wanted that provincial leaders will approve the adjustment of the IP planning in the soonest time. Tran Van Lieu, Head of provincial Ips Management Board said that Ips, namely Tan Dong Hiep B, Song Than III, Dai Dang…needed to reconsider for proper adjustment as stipulated.

Sustainable development

According to Mr.Tri, all achievements done in the 2010-2015 period will be the important foundation for Binh Duong to continue successfully realizing the local plan on development of Ips in the 2015-2020 period. With the integral efforts of the local leaders and investors, Binh Duong will continue bringing Ips to sustainable and quick development.

Upon the above things, in the 2015-2020 period, Binh Duong will promote specialized Ips, attach special importance to absorbing hi-tech projects; foster clean industries, minimizing environmental pollution…The province will also pay attention to using the local land fund to develop cultural services in order to enhance workers and locals’ spiritual life; well realize administrative reform, creating an open legal environment for investors to feel secure in production and business.

In terms of development orientations, Ips in the southern region of the province will switch to logistics services or link to create a chain of ecological engineering in production…Ips in provincial industrial-service-urban complex will adjust their detailed planning towards the reduction of land for industrial production and the growth of land for urban-service development. The province will also attach special importance to attracting hi-tech projects; sort out some Ips to carry out the model of specialized Ips upholding the local advantages.

Provincial Ips Management Board has put forward measures on improving the quality on planning of Ips; controlling over investment attraction, implementation of policies against environmental pollution…to improve the operational effectiveness of the local Ips in the coming time.

Concluding the meeting, Mr.Liem unanimously approved the report of provincial Ips Management Board while asking for investors of the Ips to fulfill their detailed planning adjustment under the plan approved by the Prime Minister. He also required them to have synchronous infrastructure investment and plant green trees; attach special importance to environmental protection…
