Phu Giao district mobilizes resources to develop connected transport infrastructure

Implementing Action Program No. 02-CTr/HU dated August 13, 2020 of the District Party Committee "Maximizing resources, continuing to invest in transport infrastructure, ensuring synchronous connectivity, be consistent with the development orientation of Binh Duong province”, Phu Giao district is mobilizing all resources to develop, improve urban quality, and improve people’s lives.

North Tan Uyen - Phu Giao - Bau Bang highway, the section passing through Tam Lap commune, is accelerating the completion progress.

Efforts made to accelerate the progress of key projects

Nguyen Thi Diem Dang, Head of Urban Management Office of Phu Giao District, said that implementing Program No. 02- CTr/HU dated August 13, 2020 of the District Party Committee, regarding projects financed by state budget and completed in 2020-2025 period, 6/6 projects are being constructed, allocated capital out of the total investment is 1,419/2,764 billion VND, reaching 51%, the finished volume is 1,014 billion VND. In particular, the construction of North Tan Uyen - Phu Giao - Bau Bang interregional road and the road from Tam Lap bridge to Dong Phu are key projects of the district, bringing great advantages in attracting investment, thus completion must be accelerated.

Besides, many projects need to accelerate the formulation of investment projects, and ask for futher support and capital allocation from the province. Accordingly, the whole district currently has 6/14 projects that have been recorded by competent authorities for investment preparation in the 2021-2025 period, with an amount of more than VND 6.2 billion and 8/14 projects have not yet received capital allocation. The district's roads were regularly maintained and repaired with a capital of over 64 billion VND, rural roads in communes were regularly upgraded and repaired, including 177/921 works, with the cost of VND164 billion.

“The planning of inter-regional traffic connectivity is on focus and directed by district leaders. Up to now, the district has 7 main roads connecting with Binh Phuoc province, including 2 provincial roads and 5 district roads. According to the district planning orientation until 2040, the district will form 10 more roads connecting with Binh Phuoc province to ensure the circulation and trade of goods for Phu Giao district in particular and Binh Duong province in general", shared by Ms. Diem.

Overcome difficulties

In addition to the advantages, there are still some difficulties, especially the socialization of investment in the service sector, such as mobilizing non-budget capital for the construction of bus stations and Phu Giao market. In addition, in some projects, the site clearance work was lengthy. The number of projects and projects with allocated capital is low and there are still 8 projects and projects that have not yet received investment capital allocation in the period of 2021-2025. Some methods of raising capital outside the budget have been implemented, but the ability to attract capital is not high, making it difficult to attract investment.

Site clearance work for some projects is still lengthy. The reason is that the market price of land is higher than the compensation land price, so people complained and asked for resettlement, partly due to the lack of close coordination between competent branches and communes, townships in the dissemination and persuasion. The number of implemented projects is low in volume, due to the dependence on the provincial budget. In addition, large-scale works and projects are not allowed to record investment capital in the 2021-2025 period, because the district cannot balance capital sources for implementation, must ask the province for support and arrangement.

At present, local technical infrastructure is short of synchronization; the transport system, despite fully invested, only meets the travel demand of people in the district, lacks inter-regional and inter-district connectivity.  Specifically, traffic direction connecting the east-west is not much, reducing the efficiency of exploitation, making it difficult to attract investment.

Doan Van Dong, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee, said that in order to overcome the above limitations and difficulties, the district has proposed some solutions, namely strengthening dissemination work to improve local officials and people’s awareness; strengthen the coordination between branches, levels, the Fatherland Front, social organizations, and people to create unity in awareness and action, create social consensus for all people to support and share responsibility with local authorities in investment, construction and development of the transport infrastructure system.

In addition, it is necessary to improve the quality of construction works, continue to manage the planning well, adjust the planning, the approval for planning with traffic system must comply with standards and regulations, ensuring connectivity and feasibility during the implementation process.

In the coming time, Phu Giao district will focus on performing well the site clearance work to have a land fund for the transport infrastructure system, socio-economic development. For projects implemented by the Central government, the province, and other investors in the area, the district will coordinate and support these project during construction investment to soon complete and put into use. At the same time, the district makes the most of and effectively uses the capital financed by the province and other capital sources from the state budget; solves difficulties for disbursement of public investment to ensure smooth progress.

Transport infrastructure system of Phu Giao district, since its re-establishment, has been relatively synchronously invested, ensuring to meet the travel and transportation demand of people in the area. At the beginning of the term, there were 48 district roads under the management of the district, 246.07km long, and 768 roads managed by communes, 648.95km long. Up to now, there are 47 district roads, 235.07 km long (the DH516 road has been upgraded to provincial roads), and 921 roads are managed by communes, 735,941 km long.
