Removing enterprises outside Ips, Ipcs ensures harmony of interests

Binh Duong has continued strongly implementing the orientation of converting functions, relocating industrial production projects to industrial parks (IPs), industrial compounds (ICs). This is a large, difficult and very important project of the province, requiring both the consent of enterprises and the right policy to promote investment attraction in high-quality services. The province is determined to implement this policy with the desire of bringing maximum benefits to enterprises and people while ensuring harmony between socio-economic development goals and the environment.

Great policy

In 2019, provincial People's Committee approved a project on "Investigating and evaluating the actual situation of operations and proposing mechanisms and policies to support enterprises IPs and ICs in the southern region to convert functions, relocate into IPs and ICs in Binh Duong province”. The objective of the project is to mobilize enterprises having industrial production projects outside IPs and ICs in the southern region of the province to convert their functions and move into IPs and ICs. Accordingly, the roadmap for implementation in districts, towns and cities is as follows: Thuan An city from January 2020 to December  2028; Di An city from January 2024 to June 2030; Thu Dau Mot city from January 2024 to June 2030.

Through direct dialogues with provincial leaders, most enterprises said that this is a major policy of the province, an inevitable trend during the development process, so enterprises must implement. Enterprises hope that provincial People's Committee, departments, agencies and sectors will sympathize, support and do this task step by step, with a specific roadmap so that they can prepare carefully when moving or converting functions.

In the face of enterprises’ legitimate needs, provincial People's Committee has issued the Official Letter No. 4160/ People's Committee-KT dated August 26, 2020 agreeing on the policy for extending the lease period of factories for industrial production projects outside IPs and ICs in the southern region of the province (including Thuan An city, Di An city, Thu Dau Mot city) until December 31, 2025 for projects that meet 3 conditions: Conforming with planning, well performing environmental protection and having plans to relocate or convert functions on schedule.

However, most projects that rent factories to operate in Thuan An city, Di An city and Thu Dau Mot city are no longer suitable in terms of land use and construction planning, do not fully meet 3 conditions under the Official Letter No. 4160/UBND-KT of provincial People's Committee. According to reports by investors and enterprises, the current relocation of the factories also faces obstacles in terms of suitable locations for planning, environment, wastewater treatment systems, recruitment and retention of the workforce.

Building up right roadmap

Nguyen Thanh Ha, Deputy Director of provincial Department of Industry and Trade said that the department is based on four criteria, including: Environmental protection, consistent with the province's socio-economic development plans that have been approved and are still valid, production scopes, sense of compliance with the provisions of law to determine the evaluation criteria for production establishments that have to be relocated and enterprises and production establishments that must convert their functions. “We regularly inform enterprises of this project for a long time. Every time, contacting associations and enterprises, we also announce this specifically and clearly. Currently, provincial Department of Industry and Trade is presiding over and advising provincial People's Committee on the criteria to identify enterprises that must be relocated, convert functions or continue implementing their projects. The time to complete the identification of enterprises to be relocated is expected to be in 2024-2025,” shared Mrs. Ha.

According to leader of provincial Department of Planning and Investment, the department always determines that the project must have a roadmap, set appropriate criteria so that enterprises can soon have specific plans to relocate or convert functions in accordance with the local investment, development orientation and planning. Accordingly, provincial Department of Planning and Investment has proposed and been approved by provincial People's Committee on the policy of extending the lease period for industrial production projects located outside IPs and ICs in the southern region of the province, comprising of Thuan An city, Di An city and Thu Dau Mot city to December 31, 2025 for projects meeting 2 conditions: Ensuring environmental protection, fire prevention and investors; having  specific plans on relocation or conversion of functions in accordance with the development investment orientation and planning.

Upon the above mentioned things, the Department will consider and handle dossiers for adjustment of the investment registration certificates under its competence to the content of the request for extension of the factory lease period of industrial production projects located outside IPs , ICs in the southern region of the province.

Vo Van Minh, Deputy Secretary of provincial Party Committee, Chairman of provincial People's Committee: The province’s orientation for conversion of functions, relocation of industrial production projects into IPs and ICs inevitably affects enterprises ‘production activities as well as the life of a part of employees, but this is an inevitable trend. And the ultimate goal of the province is still the desire of ensuring maximum benefits for enterprises and people. Therefore, requesting enterprises to relocate or convert functions needs to ensure the set roadmap (until 2028-2030). However, it must also ensure the harmony of interests between the sides, without causing difficulties for enterprises, employees, affecting the investment climate, especially in the context of enterprises facing many difficulties.
