"All people unifying to build a cultural life" is a wide-spreading movement deployed in the province for more than 20 years and has brought about very practical effects. Over time, the movement has not only grown in scale but also in quality.

Attention to implementation direction

Stemming from the reality and requirements of the province's development tasks in the new situation, over the past time, all levels of Party committees and authorities in the province have led and directed the implementation of the movement associated with thoroughly grasping the organization and implementation of the Party and State's viewpoints and guidelines on culture identified in the Party's Resolutions and Directives. During the implementation process, the movement has always been associated with other patriotic emulation campaigns and integrating the performance of professional and political tasks in the movement.

Mr. Nguyen Hong Linh, Deputy Head of Culture and Information Division of Di An city, said that the movement of “all people unifying to build a cultural life” has great significance of directly affecting the development of the locality. Therefore, in the process of implementation, the city's Steering Committee of the movement has focused on directing in terms of movement quality and resolutely overcoming of the formal situation without running after achievements. The results of the review and recognition of emulation titles in recent years have accurately reflected the actual quality and closely followed the regulations issued by the province. The organization of registration of titles of cultural families, cultural hostels, cultural quarters, urban civilized wards etc. was carried out at the beginning of the year and at the end of the year, summarizing the lessons learned to plan for rewards and motivations of groups and individuals with good achievements in the movement. By such orientation, the movement quality has been enhanced; and at the same time, it has encouraged and motivated the collectives and individuals to perform better in the following years.

Meanwhile, Mr. Nguyen Van Dam, Deputy Head of the Culture and Information Division of Thuan An city, said that every year the city's Board of Directors develops plan to deploy activities to communes and wards in order to concretize into local movements. Mr. Dam said: “The contents of the movement have been paid attention to and participated in by a large number of people and a clear change has been made. The building of a cultural lifestyle in individuals, families and communities has had many positive changes. People enthusiastically participate in building new cultural and rural titles and practice a civilized lifestyle."

To enhance quality of movements

Thoroughly grasping the guiding views of the Party and State, over the past time, the movement in the province has been implemented by the whole political system. Party committees, authorities, Fatherland Front and mass organizations at all levels have focused on regular leading and directing. With many practical measures and solutions in leadership and implementation in the locality, the movement has gradually deepened and the quality has been increasingly raised and developed in the grassroots areas, closely linked with other emulation movements. It can be seen that the biggest effect is that the movement has been unanimously responded by all classes of people, thereby, creating positive changes and bringing about good results, making an important contribution to the stability and development of socio-economic development of the province.

According to Department of Culture, Sports and Tourism, after 20 years of implementation, the quality of the movement in the province has gradually improved as clearly shown in the results of the percentage of cultural titles achieved in the past 20 years of 2000-2020. Specifically, the percentage of households achieving cultured families or registered numbers increased by 15.41%; the percentage of neighborhoods and hamlets achieving culture increased by 43.54%. In 2011-2019, the percentage of cultural hostels increased by 29.69% compared to the registered ones that increased by 42.43% compared to the total number; the percentage of agencies, units and enterprises meeting cultural standards increased by 6.56%. In 2014-2019, the percentage of communes meeting new rural cultural standards increased by 40.94%. In 2014-2019, the proportion of wards and townships meeting urban civilization standards increased by 48.58%.

Along with the above cultural titles, the movement has also contributed to building, discovering and commending and rewarding good deeds of individuals and collectives. In the province, more and more outstanding examples appear in the fields of economy, culture, society, national defense and security. Other contents of the movement such as implementing a civilized lifestyle in weddings, funerals and festivals; to preserve and promote cultural heritage in community life; to ensure social order and safety and protect the environment; and economic development, hunger eradication, poverty reduction so implemented in recent years have also brought about very positive results.

Appreciating the results achieved over 20 years of implementing the movement of all people unifying to build a cultural life, Mr. Nguyen Khoa Hai, Director of the Department of Culture, Sports and Tourism, Deputy Head of the Standing Committee of the National Assembly, and the Director of the movement in the province, said that in the past time, the movement has achieved positive results. Directive documents and instructions on movements at all levels were issued in a timely manner and synchronously deployed, creating a basic consensus on awareness, leadership, direction, deployment and implementation of the movement.

The results achieved from the movement have contributed positively to the socio-economic development of the province and preserved and promoted the fine traditional values of the nation along with civilized and disciplined lifestyle, social awareness, law observance, healthy cultural environment, improved people's cultural and spiritual life, political stability, maintained security, social order and safety in the locality. The organization of commenting and recognition of movement titles has made the following year's results always higher than the previous year's. The movement developed evenly to positively change in the direction of improving quality and gradually coming into reality.
