Vietnam, Laos foster special relationship

Vietnamese and Lao top leaders have affirmed that under any circumstance, the two Parties, States and peoples will do their utmost to preserve and foster the Vietnam-Laos special relationship, for the prosperous development of each country as well as for peace, stability, cooperation and development in the region and the world at large.

Vietnamese Party General Secretary Nguyen Phu Trong and his Lao counterpart, Choummaly Sayasone, made the affirmation during their talks in Hanoi on December 26.

The talks took place immediately after a welcome ceremony for Sayasone General Secretary of the Lao People's Revolutionary Party (LPRP) and President of Laos who began his three-day official friendship visit to Vietnam.

 During the talks, Trong described Sayasone’s visit as an important political event in the Vietnam-Laos, Laos-Vietnam Friendship Year, which brought to the Vietnamese people a close brotherhood, comradeship and the special, loyal and pure solidarity from the Lao Party, State.

He expressed his belief that the visit will be a success, contributing to the special solidarity between the two Parties, States and peoples, making it develop deeply, extensively and effectively for the interests of both peoples, and for peace, stability, cooperation and development in the region and the world.

In the spirit of friendliness, solidarity, close attachment and mutual trust, the two sides informed each other of the situation of their respective Party and State, and exchanged views on the orientations of cooperation.

Trong congratulated the Lao Party, State and people on their achievements after two years of implementing the resolution of the 9 th Party Congress and the 7 th five-year socio-economic development plan, especially the successful organisation of the 9 th Asia-Europe Summit (ASEM 9) and related meetings as well as its WTO membership.

They are very important to the Lao people, creating a firm foundation for the country’s future development, and a great encouragement for Vietnam, Trong said.

Sayasone spoke highly of the important achievements the Vietnamese Party, State and people have recorded after two years of the implementation of the 11 th Party Congress’ Resolution and the socio-economic development plan for the 2011-2015 period, especially those in macro economic stabilisation and socio-economic development.

The leaders exchanged views on measures to closely coordinate in implementing each country’s development strategy and work together to improve the quality and efficiency of bilateral cooperation, especially in economics, and effectively realise high-level agreements between the two Parties and States.

They affirmed that the two sides should actively and proactively realise the 2011-2015 cooperation agreement and the agreement on economic, cultural, educational, scientific and technological cooperation in 2013 between the two Governments.

Trong and Sayasone agreed that the two sides need to effectively implement the Vietnam-Laos strategic cooperation project in Huaphan and Xiengkhoang provinces as well as speed up investment cooperation projects in Laos.

The two sides should coordinate in reviewing and assessing the efficiency of their investment cooperation projects, especially in mining and electricity in order to make suitable adjustments.

The leaders stressed the need to have special mechanisms and policies to attract investment from businesses in the Development Triangle and strengthen close coordination between the two countries as well as with other parties in the framework of the Greater Mekong Subregion (GMS), especially in the effective management and use of Mekong River water, the East-West Corridor, and other multilateral cooperation programmes and projects.

It is necessary to continue strengthening the political relations, the exchange of high-ranking delegations, and the sharing of information and experience, especially in theoretical and practical issues on Party building, modernisation and industrialisation, and international integration, they agreed.

Trong and Sayasone noted that the two sides should coordinate in educating people, particularly young generations, on the special relationship between Vietnam and Laos in the new stage.

It is also necessary to strengthen cooperation in education-training and human resources development as this is one of the priority areas that create the foundation for the consolidation of the special and sustainable relationship between the two nations, they said.

Sayasone invited Trong to visit Laos and the Vietnamese leader accepted the invitation with pleasure.

Earlier, the Lao leader and his entourage laid a wreath at the Monument to Heroes and Martyrs and paid tribute to President Ho Chi Minh at his mausoleum.
