Civilian defense maneuver 2013 in Binh Duong province: coping proactively with disasters

With the assumption of Dau Tieng dam break, on October 9th, Command post of Emergency located at provincial Military Command held a meeting to listen to the report of Civilian Defense Standing Committee on plans and measures to respond promptly, minimize losses in terms of lives and properties. Forces practiced searching people on river Assuming disaster situations It was assumed that the storm No. 9 hited Ba Ria – Vung Tau, HCM City, Dong Nai, Binh Duong and Tay Ninh. The storm caused widespread heavy rain, the quantity of water pouring into Dau Tieng Lake was large, and water level increased up to 26m (maximum). Although Dau Tieng Lake was discharged with the flow rate of 2,800m3 per second through the main dam, and Cau Chi dam was demolished to divert the flood towards Chau Thanh, Tay Ninh, Dau Tieng dam still broke at 5 o’clock on day N, water flooded out with the speed of 3,600m3 per second. Many areas along Saigon River were flooded from 2 – 5 meter, traffic system was interrupted, power network collapsed, some areas were completely isolated. From 5 to 8 o’ clock on day N, the flood brought down 2,200 houses, killed 170 lives, injured 250 people and 75 people were lost in Dau Tieng district, Ben Cat district, TDM City, Thuan An town. The most damaged localities are Thanh An commune, Thanh Tuyen commune (Dau Tien district), Chanh My, Phu Cuong (TDM City), An Son, Lai Thieu, Vinh Phu (Thuan An town). Overcoming Dau Tieng Lake disaster Defined duties to overcome Dau Tieng Lake disaster were promptly consolidating civilian defense readiness; mobilize forces, equipment, transport; timely receiving as well as communicating news, alerts of Dau Tieng Lake disaster to the community, especially people, factories along Saigon River; promoting role of civilian defense to evacuate people ; carrying out urgent search and rescue; protecting lives, public properties, sustaining security order; overcoming consequences, stabilizing quickly life and production; implementing measures preventing diseases, sanitizing disaster areas. Directing guideline was “Proactive prevention, promptly response, effective and quickly overcoming, in which prevention is the main task”. The motto of 4 on-the-spot was “On-the-spot direction, on-the-spot force, on-the-spot commodities, and on-the-spot ordnance”. Speaking at the meeting, provincial People’s Committee Chairman Le Thanh Cung, Commander of Emergency Command Post, stressed: to prevent, overcome effectively, related agencies were required to implement well the guideline, motto of 4 on-the-spot; Civilian Defense Standing Committee instructed related agencies, localities to implement the resolution regarding turning localities into emergency approved by provincial Party Standing Committee; provincial agencies and media increased propaganda helping people to improve awareness of disaster prevention… After the meeting, related agencies conducted allotted duties, repair Dau Tieng Lake dam; conveyed news, alerts of the disaster; evacuated people in dangerous zones to safe places; mobilized forces to search, recue; carried out initial treatment. Accordingly, the province mobilized forces from bodies, agencies, army, police, reserve to gather urgently militias, civilian defense, volunteer youth as key forces; personnel and transport from provincial businesses; forces from not affected districts, provinces in order to rescue people and overcome consequences. Forces were divided into teams, such as: propaganda, evacuation supporting, stabilization supporting, search and rescue people, collapse rescuing, medical, social security order protecting, and difficulty overcoming. Emergency Command Post was located at provincial Military Command, and Front command Post at Thanh An commune (Dau Tieng district). On October 10th, teams practiced Dau Tieng Lake disaster overcoming including evacuating people from dangerous zone at Thuan Giao ward (Thuan An town); rescuing on river and injury treating at Phu Cuong bridge (TDM City), and rescuing for building collapse at My Phuoc town (Ben Cat district).
