On the afternoon of March 30, provincial People's Committee held a periodic session to review the local socio-economic development in the first quarter of 2022 and implement orientations, tasks for the second quarter of the year. Chairing the session, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee requested departments, sectors and localities to continue effectively implementing tasks and solutions on the local economic recovery and development program in the second quarter and the whole year of 2022.
Socio-economic development further making positive changes
In the first quarter of 2022, implementing central and provincial directions, departments, sectors, localities, the business community and people in the province synchronously and effectively implemented the "dual goals" of Covid-19 prevention-control and socio-economic development. There were positive signs in socio-economic development with many targets reaching and exceeding the set plan.

Particularly, the province’s index of industrial production was estimated at increasing by 7.2% over the same period last year. The province’s total retail sales revenue of goods and services was estimated at VND 66.29trillion, up 9.6%. The province’s export turnover was estimated at more than US$9 billion, up 9.8% while import turnover was estimated at nearly US$6 billion, up 0.2%. The province’s trade surplus reached more than US$3 billion. The province’s total investment for social development was estimated at more than VND23.81 trillion, up 8.1% compared to the same period last year. The province also absorbed VND15.8trillion in domestic investment capital and US$1.68 billion in FDI capital or 425% over the same period last year. The province’s State budget revenue was estimated at more than VND16.82 or 28% of the estimate of provincial People's Council...
Especially, in the first quarter of 2022, the province commenced construction and inaugurated a number of key projects such as Bach Dang 2 bridge (connecting with Dong Nai province), VSIP 3...The province focused on speeding up the progress of construction of key projects. The Binh Duong smart city project continued affirming the local strategy and vision with specific steps. The province also continued paying more attention to social welfare, education - training, healthcare, culture and information. The province’s administrative reform was implemented under the plan...
Mr.Minh emphasized: “Although the pandemic was still complicated, departments, sectors, units and localities in the province continued making many efforts in realizing the "dual goals" in the first quarter of 2022. With their efforts, people and enterprises got a lot of experience, being proactive, calm and consistent in implementing anti-pandemic measures, thereby maintaining stability and safety with many positive signs in socio-economic development”.
Focusing on disbursing public investment capital
At the session, delegates focused on analyzing and clarifying a number of contents such as the implementation of the program on socio-economic recovery and development; pandemic prevention and control, tasks and solutions in the coming time; the project on the establishment of Tan Uyen city; the report and draft resolution on the adjustment for the 2022 public investment plan; the report and draft resolution on unified implementation and commitment to ensure the balance of local budget capital for implementation of the project on construction of the belt road at the section through the province.
For key tasks in the second quarter of 2022, Mr. Minh asked for departments, sectors and localities to continue well performing Covid-19 prevention-control and socio-economic recovery and development. Particularly, they need to further implement safe, flexible adaptation and effective control of the pandemic under the Government’s Resolution No. 128/NQ-CP; focus on the implementation of provincial People's Committee’s plan on the realization of the Government’s Resolution No. 01/ NQ-CP, Resolution No. 02/ NQ-CP; implement conclusions and directions of the Prime Minister at the meeting with the province.
In addition, the province will drastically implement and disburse public investment capital in 2022; be proactive to quickly remove obstacles, creating favorable conditions for enterprises to recover their production and business activities; focus on improving the investment environment and realizing trade promotion activities; urgently complete district-level urban overall planning; implement the selection of consultants, completing the outline of provincial Planning for the period of 2021-2030, with a vision to 2050; continue fostering social housing projects, soon implement the belt road project (after the National Assembly approves the investment policy), expand the National Highway 13, the My Phuoc - Tan Van expressway...
Speaking at the session, Mr. Minh emphasized: "The task of Covid-19 preventing and control is still a key task of the province. The whole province will make greater efforts to quickly repel the pandemic and complete the local targets on socio-economic development in 2022”.
*Ngo Quang Su, Director of provincial Department of Natural Resources and Environment (DoNRE): Provincial DoNRE will continue finalizing a plan for allocation and zoning of land and set up a 5-year land use plan for the 2021-2025 period; complete and approve the land use plan to 2030 and the land use plan to 2022 at district level; coordinate with relevant units in solving obstacles in the conversion of land use purposes and study plans to generate revenues from the land fund for socio-economic development; bend on speeding up the progress of compensation and site clearance for key works.
*Mai Ba Truoc, Director of provincial Department of Planning and Investment (DoPI): In the first quarter of 2022, despite many difficulties, enterprises were proactive in material resources, changed their methods approaching and introducing products. Therefore, the local industrial production was recovered gradually. The local key industrial production sectors had new export orders. Many enterprises focused on recruiting a large number of workers. Provincial DoPI will continue being proactive to recheck, remove obstacles or propose competent authorities to consider and redress obstacles pertaining to disbursement of public investment capital, land, construction, investment procedures and others hindering production and business activities.
*Nguyen Hong Chuong, Director of provincial Department of Health (DoH): In the first quarter of 2022, the situation of Covid-19 pandemic in the province was under control. Provincial DoH is urgently completing a plan on operation and personnel to soon put the 1,500-bed General Hospital into operation; consolidate the apparatus of the health sector from provincial to communal levels; complete a project on ensuring human resources for health, especially for grassroots and preventive health; study the form of investment in a tertiary general hospital (2,000 beds); complete the 3rd Covid-19 vaccine shots for people over 18, well manage Covid-19 patients under home treatment.
