Firm steps towards smart urbanity

Smart cities are trendy on an inevitable step of developing countries and territories, which is also one of the directions, goals and tasks for the 2020-2025 term that the Resolution of the 11th provincial Party Congress has set out to realize the aspiration to turn Binh Duong into a smart city in the near future.

Binh Duong urban area is increasingly civilized and modern to meet the development needs in the new era

The goal realized

To realize the goal of becoming a smart city, Binh Duong focuses on planning a synchronous urban network and ensuring the development of smart and satellite cities. In particular, the smart city is a pioneering spearhead that plays the role of leading, orienting, and stimulating industrial parks and clusters together with innovation of technologies, management, production method and the products. At the same time, focus on motivational works, ensuring smooth connectivity in the province as well as major economic centers of the provinces and cities in the region should be made.

In December 2022, the National Assembly's Legal Committee highly approved of the government's formulation of a project submitted to the National Assembly Standing Committee for consideration and establishment of Tan Uyen city. Hoang Thanh Tung - Chairman of the Law Division, said that based on studying the project's dossier, the Standing Committee of the Law Division approved of the establishment of Tan Uyen city. The establishment of an urban administrative unit in Binh Duong province is in line with the planning meeting the requirements of the state administrative management organization in the urbanized area, creating conditions to promote the potentials and strengths for Tan Uyen town to meet the standards and conditions for city establishment as prescribed.

Also in December 2022, Nguyen Tuong Van - Deputy Minister of Construction chaired a meeting of the appraisal council for the proposal to recognize Di An urban area as a grade 2 city. The Appraisal Council unanimously proposed to the Prime Minister to recognize Di An city as a grade 2 city. Up to now, Binh Duong has 1 urban area of grade 1 in Thu Dau Mot city, 4 urban centers of grade 3 (Thuan An city, Di An town, Ben Cat town, Tan Uyen town), 5 urban centers of grade 5 in the district and towns of Dau Tieng, Phuoc Vinh, Lai Uyen, Tan Thanh, Tan Binh.

Over the past time, Binh Duong has made efforts to build a smart city model and initially received the recognition of the international community. In order to continue to satisfy the rigorous criteria of the World Smart Community Forum and integrate it into the smart city model, in 2021-2026, Binh Duong will implement the project of the Innovation Zone created with a focus on developing a 5-layer model: (1) Urban planning and public transport infrastructure, (2) A culture of innovation, (3) Balanced economic development, ( 4) Digital transformation and industrial development of the 4^th Industrial Revolution and (5) Human resource development.

Towards higher elevations

Before the proud achievements of Binh Duong in construction and development, the Party Committee, authorities, people and business community in the province are expecting for new breakthroughs of the province in the coming time to continue to grow to new heights.

Currently, the province is focusing on developing a provincial plan for 2021-2030 with a vision to 2050. The general view is that Binh Duong's development must be consistent with the region's socio-economic development strategies and plans and the country, ensuring consistency with regional and national planning with inheritance and development. Binh Duong province planning for 2021-2030 with vision to 2050 is considered as a guideline for the next development orientations, and acting as a bridle to regulate, distribute and control development expansion both in breadth and depth. At the same time, major strategic orientations across all industries and fields need to be concretized by strategic motivational projects, promoted and guaranteed to be implemented by resources and policies approved by the government as anticipated and calculated in advance. Binh Duong is hopeful that the integrated planning will become a tool to remove the current bottlenecks of the province, especially an operating tool for the province to break out of the first middle-income trap in the country.

The overall goal is that by 2030, Binh Duong will develop according to the model of a centrally run city, which is an important growth pole of the Southern Key Economic Zone and the whole country. The province will take the lead in transforming the development model towards modern industries and high-quality services based on the core of a complete innovation ecosystem, the organization of development must be consistent with natural conditions, potentials, advantages and current socio-economic conditions, economic development in harmony with environmental protection, importance attached to social welfare and justice and better people's material and spiritual life to firmly ensure national defense and security.

By 2050, Binh Duong will be a smart city, a modern industrial center, a leading quality service center in Asia, and a civilized, livable, prosperous and sustainable environment. According to Nguyen Van Loi -Member of the CPV Central Committee and Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation, one of the very important foundations for building development goals, tasks and solutions for Binh Duong in the near future is the Resolution No. 24 of the Politburo on "socio-economic development and assurance of national defense and security in the Southeast region to 2030 with vision to 2045". Resolution 24 has determined the central sub-region including Ho Chi Minh city, the southern region of Binh Duong province and the southwest of Dong Nai province is the development center of the whole region.

Nguyen Van Loi said: "The plan of Binh Duong will be inheriting previous achievements to make the most of its natural conditions, development potential and comparative advantages, especially to grasp fast development opportunities from the 4^th industrial revolution to strive for development to the next level. In which, continuing to prioritize investment, striving to basically complete a number of expressways in the province by 2025 and synchronously developing the intra-provincial transport system and connect the region with a variety of routes and types of transport by road, waterway and railway shall be on the spotlight”.

According to Nguyen Van Loi, the focus is on Vanh Dai 3, Vanh Dai 4, Ho Chi Minh city - Chon Thanh Expressway, Bau Bang - Cai Mep railway and metro line from Suoi Tien to Binh Duong New city Center. Investments in improving urban quality, ensuring modernity and intelligence, connecting with major cities in the region, ocus on housing development, especially social housing and housing for workers should be established to strive to 2030 when Binh Duong has enough conditions to become a smart city.
