For the first time the tournament had the participation of 12 best names in the finals from Hanoi, PVF, SLNA, NutiFood Academy, Quang Nam, HAGL, Binh Dinh , Becamex Binh Duong, Saigon, Khanh Hoa, Dong Thap and An Giang. The teams will be divided into 3 groups of 4 teams competing in a round-robin round to select 8 first and second teams of the 3 groups and 2 third-placed teams of the best results in the quarter-finals according to a set number.
