Maintain growth

Speaking at the opening of the session, Mr. Vo Van Minh said that 2020 is the last year to implement the 10^th Resolution of National Congress of the provincial Party Committee, the Resolution of the 12th National Party Congress of the Party on the Development Plan for 5 years (2016-2020). Although the province's socio-economic situation in the past 6 months has achieved remarkable results, there are still many difficulties and challenges, especially the Covid-19 epidemic, which still has unpredictable changes, strongly affecting the whole economy, of the whole country and the province. This session will focus on reviewing and discussing many important issues, practically related to the province's socio-economic development and people's lives. Delegates should focus on discussing key issues affecting the people's life, ensuring socio-economic development and national defense and security of the province; uphold responsibility, intellectual focus, and promote democracy.

Presenting the report at the meeting, Mr. Mai Hung Dung, Standing Member, Standing Vice Chairman of the Provincial People's Committee, said that in the first 6 months of 2020, amid the context of the Covid-19 epidemic and the global economic downturn. Strongly, the whole country must concentrate on many measures to prevent and fight diseases, implement the "dual goal", and both prevent and fight against diseases effectively and recover the economy and achieve good results. With the determination and efforts of both the political system, the business community (businesses) and the people in the province, Binh Duong has achieved many good results on socio-economic development and the prevention of Covid-19 disease; total product in the area increased by 6.73% over the same period.

Representative Nguyen Tam Duong, Head of Economic and Budget Committee of the provincial People's Council, acknowledged that despite the difficulties caused by the Covid-19 epidemic, industrial production in the province still maintained growth and production index. In the first 6 months, the industry is estimated to increase by 6.4% compared to the same period in 2019. In the situation of broken production and supply chains in the world, industrial production faces serious difficulties, the provincial People's Committee has pointed out that directing, closely managing and actively implementing measures to help businesses overcome difficulties. Currently, domestic epidemics are basically well controlled, businesses in the province have started to access support policies (tax, credit, electricity price reduction ...), efforts to restore production and change business strategy, finding sources of raw materials, re-exporting orders, expanding consumption markets, so industrial production of the province gradually recovered.

Delegation Nguyen Tam Duong assessed that, in the first 6 months of 2020, trade and service activities in the province increased significantly, total retail sales of goods and services in the first 6 months were estimated at VND 122,391 billion, increased by 9.4% over the same period, with the positive management measures of the province, the commodity market was stable, no fluctuation, abundant goods, the prices were relatively stable, especially in the following aspects: essential goods for people's life are always guaranteed. The consumer price index of 6 months increased quite high with an increase of 3.44% over the same period.

Well performing the "dual goals"

At the meeting, delegates of the provincial People's Council acknowledged that in the past 6 months, the provincial People's Committee has focused on drastically implementing the guiding documents of the Government, the Prime Minister, the Provincial Party Committee and the provincial People's Council on the newly-assigned tasks. implementing measures to prevent, control, prevent epidemics Covid-19 has just developed socio-economic development, ensuring national defense and security; conducting a review and evaluation of the impact of the disease on the socio-economic situation; deploy urgent solutions to remove difficulties for production and business, ensure social security; monitor the situation, actively handle timely problems arising under its competence or propose to competent agencies for settlement; strengthen information, propaganda and propaganda movements to set up achievements to welcome the Party Congress at all levels to the 13th National Congress of the Party.

The province has mobilized many resources to take care of materially and spiritually for the subjects during Tet, holidays, anniversaries and promptly implemented supportive measures for those affected by the epidemic. . People's health care is concerned; effectively and seriously implement measures to prevent and control Covid-19 disease; people trust, respond to measures and regulations on disease prevention and raise the spirit of solidarity in the epidemic season. The measures to measure administration and service efficiency of the government have been improved. Foreign affairs, investment and trade promotion are organized in many suitable forms.

Proposal of solutions

On behalf of the Economic - Budget Board, delegate Nguyen Tam Duong suggested the Provincial People's Committee continue to direct the monitoring, closely grasping and timely the operation of enterprises; at the same time, quickly and effectively deploy supportive policies, stimulus packages for economic development, practically support businesses to maintain and develop production; continue to analyze the causes and take specific measures to remove difficulties in the implementation of the public investment plan in 2020; thoroughly grasping all levels and branches of the Prime Minister's viewpoints and views that disbursing well on public investment is an effective stimulus measure, creating additional motivation for the second half of 2020 and early 2021; strive to complete the plan of public investment in 2020 according to the resolution of the provincial People's Council and the direction of the Prime Minister.

The provincial People's Committee should direct the implementation of solutions to promote the situation of pig re-herd and recovery in the locality, especially for domestic organizations and individuals; directing departments, branches and authorities at all levels to continue to strengthen inspection and control of environmental pollution from enterprises' activities and water pollution of canals in the area. Along with that, directing branches and localities to take positive measures to ensure traffic order and safety; drastically overcoming projects in urban areas and residential areas that are underdeveloped or behind schedule.
