The province simultaneously carries out the peak month of vaccination and eradication of larvae

On the morning of August 5, the Provincial Steering Committee for Covid-19 Prevention and Control held a meeting with provincial localities on the vaccination against Covid-19, prevention of dengue fever and other infectious diseases. Attending the meeting were Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly; Nguyen Loc Ha, Member of Provincial Party Standing Committee, Vice Chairman of Provincial People's Committee; and leaders of provincial departments and agencies. At the meeting, Nguyen Van Loi suggested that the entire political system of the province join hands to simultaneously carry out the peak month of vaccination and eradication of larvae in the next week.

Some disease outbreaks are complicated

According to Provincial Department of Health's report, Binh Duong has recorded 14 cases of Omicron variant infection, including 2 cases of sub-variant BA.5 infection. The whole province has 194 F0 patients being treated, of which 4 patients are being treated at hospitals and 190 patients are being treated at home. The number of Covid-19 infections is on the increase, while people are no longer actively getting vaccinated against Covid-19, leading to a low rate of vaccine use.

Nguyen Hong Chuong, Director of Provincial Department of Health, said: “In general, the 1st and 2nd doses for all groups met targets, but the injection progress of 2nd shot for children aged 5-11, 3rd shot for children aged 12-17, and 4th shot for adults are still slow, not reaching the set target. Specifically, for the group of children aged 5-11, Binh Duong ranked 53rd; children aged 12-17, ranked 50th; and the group 18 years old and older, ranked 21st (proportion of people receiving the 4th shot) over 64 provinces and cities nationwide”.

Regarding dengue fever, the whole province recorded 9,437 infection cases, an increase of 58.3% over the same period in 2021, and there were 13 deaths. The disease has spread to 9/9 districts, towns and cities. However, with many drastic measures implemented by the province, the number of dengue cases in recent days has cooled down, but the disease situation is still very complicated. Particularly, hand, foot and mouth disease, from the beginning of 2022, the province has recorded 2,268 cases, an increase of 73.2% compared to the same period in 2021, with 1 death.

At the meeting, members of the Provincial and local Steering Committees for Covid-19 Prevention and Control said that the prevention and control of epidemics should be more proactive to reduce infection cases and deaths, mobilize people actively get the vaccination. Assoc. Prof-Dr. Nguyen Lan Hieu, Director of Hanoi Medical University Hospital, Director of the Provincial General Hospital, said that the larvae eradication, dengue fever prevention control in the province has taken place in a passive manner. Medical branch needs to coordinate with localities to proactively improve sanitation to prevent diseases and early kill larvae, before the epidemic enters the peak season; this will significantly reduce the incidence and mortality rates. In particular, the province needs to activate Steering Committees for Disease Prevention and Control to respond to many diseases, not just Covid-19 or dengue."

Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly’s delegation, said that the execution progress of the 1,500-bed Hospital project so far had been very slow compared to the requirements. Therefore, the relevant agencies, units, the Provincial Project Management Board, construction units must drastically speed up the execution and complete the project in accordance with the requirements set out in a economical, effective and legal manner.

Concluding the meeting, Nguyen Van Loi suggested that medical branch together with other departments, agencies and localities simultaneously carry out the peak month of vaccination and eradication of larvae in the next week. Members of Provincial Party Standing Committee need to inspect the districts, towns and cities that organize vaccination, and encourage people's spirit. Medical branch must ensure expertise, vaccination work must be organized safely, and mobilize the whole political system to participate in both regular and mobile forms. The localities, departments, agencies and units need to manage vaccination groups according to each field and area. Recently, there are localities that only organized injection once a week, did not have continuity, not attract the participation of folks. The Provincial Party Secretary hoped that the peak month of vaccination and eradication of larvae would create a helpful change, create an exciting atmosphere in vaccination and eradication of larvae among party members, civil servants, workers and folks in the whole province.

To drastically speed up the construction of 1,500-bed Hospital

In the same morning, a provincial delegation led by Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the provincial National Assembly delegation, conducted an inspection of the 1,500-bed Hospital. The delegation also had Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and leaders of provincial departments and branches.

According to the report of the Provincial Construction Investment Project Management Board, all component projects of the hospital are urgently executed to be soon completed. In which, the units are constructing and installing technical systems, and completed more than 90% of the workload. For the MEP system (electro-mechanical system), the units are performing the following tasks: Installation of socket masks, sanitary equipment; connecting AHU, valves, isolators; installation of soundproof walls of technical rooms on the 4th floor... With the construction and installation of medical gas system and transportation of patient samples, so far, the completed work volume has reached 89%. Terminal devices, compressors, transport stations, air cabinets, ceiling pendants of operating rooms... were imported for the project. The central technical block has so far performed 22% of the volume, including the installation of socket masks, nozzles; connection of AHU, valves, isolators; installation of soundproof walls in technical rooms; installation of all kinds of air vents; installation and connection of electrical cabinets…

As for hospital equipment, the board are waiting for opinions of the Provincial Scientific Council on the configurations and features of the equipment before proceeding with the next steps. Previously, on July 27, the Provincial Construction Investment Project Management Board sent a document to the Provincial Scientific Council for consultation on features and configurations. It is expected that in 2023, it will be put into operation to meet the people's health care demand.

Assoc. Prof-Dr. Nguyen Lan Hieu said that the most worrisome work implemented at the 1,500-bed hospital project so far was the technical block, because the technical block had only done 22% work volume, this would generally affect the project completion time. Therefore, relevant units need to speed up the completion process, because 78% unfinished work volume is very large. Assoc. Prof-Dr. Nguyen Lan Hieu also proposed the Provincial Construction Investment Project Management Board to direct relevant units to immediately implement the section of tree planting at the hospital campus to create a green space.

Lastly, Nguyen Van Loi said that the execution progress of the 1,500-bed Hospital project so far had been much slower than requirements. Therefore, the relevant agencies, units, the Provincial Construction Investment Project Management Board, construction units must drastically speed up the execution and complete the project in accordance with the requirements set out in an economical, effective and legal manner. The Provincial Party Secretary assigned Nguyen Van Danh to strengthen inspection, supervision and organize weekly meetings with relevant units and construction units of the project, then report results for provincial leaders to promptly remove difficulties and obstacles so that the construction progress of the project could take place on schedule...
