Vietnam, Singapore establish strategic partnership

The two Prime Ministers have agreed to upgrade Vietnam-Singapore friendship and all-round cooperation to the level of a strategic partnership. Talks were held between Prime Minister Nguyen Tan Dung and his Singaporean counterpart Lee Hsien Loong in Hanoi on September 11, following an official welcome ceremony given to the Singaporean guest. Photo (VGP) At the talks, PM Dung described the Singaporean PM’s visit as a reflection of the close-knit and trusted relationship between Vietnam and Singapore. It is also an important part of events marking the 40th anniversary of diplomatic ties between the two countries (1973-2013). Dung congratulated the Singaporean Government and people on the tremendous achievements they have recorded in economic development, science and technology and human resources. He expressed his belief that under the leadership of PM Lee HsienLoong, Singapore will continue to develop strongly, becoming a regional economic, financial, scientific and technological centre and playing increasingly significant role in the Asia-Pacific region. The Singaporean PM praised Vietnam’s achievements in the national construction and development process towards becoming an industrial nation by 2020, while affirming Vietnam’s more important role within ASEAN, regionally and globally. Photo (VGP) Lee once again hailed PM Dung’s speech at the 12th Shangri La Dialogue held in Singapore in June. Leaders from both nations expressed their satisfaction with the unity, friendship and mutual cooperation, which has brought political benefits to the two countries. They underlined the need to maintain delegation exchange at all levels, and highlighted the importance of establishing friendship associations in each country to help promote people-to-people exchange. They also reviewed national security and defence strategy, based on the National Defence Cooperation Agreement in 2009 and the anti-Transnational Crime Agreement in 2006. The two sides both welcomed the signing an agreement on submarine rescue and sharing of non-military maritime information. Host and guest stated that economic investment and trade cooperation is a priority and a major pillar in bilateral ties. PM Dung applauded Singapore for continuing to be one of Vietnam’s top investors and trade partner with a two-way trade turnover reaching more than US$9 billion in 2012. Singapore now has nearly 1,200 projects in Vietnam with total capitalization of more than US$28 billion Lee pledged to maintain optimum conditions for Singaporean businesses to run investment in Vietnam, especially in the areas of Vietnam’s concern such as seafood, clean fruit and vegetables and gene technology. He also acknowledged Vietnam’s proposal on helping its key exports such as agro-forestry-fishery products, garments and textiles gain easier access to the Singaporean market towards more balanced trade and supporting businesses’ greater penetration in to the global market and global value chain. Dung and Lee said they were happy to witness the effectiveness of the framework agreement on Vietnam-Singapore connectivity and applauded the operations of the Vietnam - Singapore Industrial Parks (VSIP) in Binh Duong, Hai Phong and Bac Ninh. They hoped that the fifth VSIP to be launched in Quang Ngai will contribute to the development of central Vietnam. The two PMs have agreed to further boost cooperation in education-training, oil and gas, energy, agriculture, construction, transport, labour, finance, post and telecommunication and information technology. Regarding regional and international cooperation, both leaders were pleased with the close coordination within ASEAN, APEC, ASEM and the UN. The two sides concurred to boost coordination and join ASEAN’s efforts to build an ASEAN community by 2015. They agreed to reinforce solidarity and bring into full play the regional grouping’s central role for the sake of peace, security and prosperous development both regionally and globally. Photo (VGP) Singaporean PM Lee said that his country is willing to support Vietnam’s Trans-Pacific Partnership Agreement (TPP) negotiations, ensuring the TPP is a balanced agreement that protects interests of member nations, particularly those of developing countries. PM Dung thanked Singapore and other ASEAN nations for supporting Vietnam’s candidacy for the UN Human Rights Council the 2014-2016 term and a non-permanent membership of the UN Security Council for the 2020-2021 term. He also asked Singapore to back Vietnam’s bid to run for membership of the World Heritage Committee for the 2013-2017 term. Regarding the East Sea issue, the two PMs emphasized the importance of settling disputes by peaceful means on the basis of respect for international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). It was agreed to fully implement the Declaration on the Conduct of Parties in the East Sea (DOC) and aim to finalize a Code of Conduct in the East Sea (COC) based on the ASEAN’s six-point principle on the East Sea. After the talks, the two leaders witnessed an introduction of a common stamp collection between Vietnam and Singapore that was issued on the occasion of the 40th celebration of their diplomatic ties.
