Day of Laws – to uphold the Constitution, laws, and legal education

Under regulations on law education and publication, November 9 is chosen as the Vietnamese Day of Laws. The year 2014 is the second year of Vietnamese Day of Laws to be held nationwide. Binh Duong Newspaper reporters had an interview with Ms. Nguyen Anh Hoa, Deputy Director of Binh Duong Provincial Department of Justice about the significance of this day as well as activities to be held on Day of Laws in Binh Duong Province.

- Can you tell us about the purpose and significance of the Day of Laws?

- Recently, the phrase "Day of Laws" has become familiar to many people. SR of Vietnam Day of Laws is governed by Article 8 of Law on Law Education and Publication and November 9 is the date of or first constitution in 1946.

Constitution and legislation play a very important role in society, especially in building up the rule of law; the Constitution and the law must always be upheld, honored, and respected.  Additionally, the slogan of "Living and working in accordance with the Constitution and laws" has been out ever since the 80s of the twentieth century, many institutions were enacted, many solutions populated, legal education has been implemented, however, actual results are limited.  "Day of Laws" was estblished and held annually to honor and uphold the Constitution and the laws, reminding and educating people the sense of respect for the laws.  "Day of Laws" has been a popular model of effective legal education, contributing to the strengthening of the partnership and the aims to raise awareness and law abiding of the people.

Activities on "Day of Laws" are the opportunities to strengthen and disseminate laws to all organizations and individuals with more researching and learning of the laws.  It is affirmed that, after one year of implementation, the Vietnamese Day of Laws has created cornerstones of legal dissemination and education among communities to create unity and trust of the people in the laws for the target of getting people to observe and respect the laws as well as to practice lifestyle of law observation.

- Can you tell us about the recent activities of legal dissemination and education in the province?

- Recently, good results have been yielded.  Sectors and local levels joined more actively in the work of legal dissemination and education in more in-depth and focused formalities.  Thereby, the activities should be helpful to bring up awareness and sense of law observance in the officers and the people for limitation of law breaches.  The introduction of the Law on Law Education and Publication has been specially made. 

Day of Laws has created powerful imprint and positive impact on the society, creating a new development for the law dissemination, contributing to improvement of people awareness about the purpose and meaning of the day in particular and the Constitution and the laws as the whole.

The recent contest of civil officers and registrars held by Department of Justice is one of the activities to mark Vietnamese Day of Laws

- Activities of the Day of Law 2014 have been upheld by all local people and agencies, being implemented strictly and thoroughly from provincial level to grassroots. The highlights are namely Di An Town; Provincial Military Command HQ; Farmers Union; Bar Association; Department of Agriculture and Rural Development, and many other agencies having organized Day of Law activities practically.

Under PPC plan, the Day of Laws is held in all corners of the provincial levels and grassroots in practical and suitable manners.  PCs of districts, towns and Thu Dau Mot City have enacted plans to mark the Day of Laws.

2014 is the first year of implementation of the amended Constitution in the stage of accelerated industrialization, modernization and international integration of the country, therefore, the theme of the Day of Law 2014 is tied to the Constitution.  Activities for Day of Laws are to be held from October 1 to November 30, 2014, at the peak of November 3 to 9 with rich and diversified forms.

- What are the new features of the Day of Laws in Binh Duong Province in 2014?

- Along with the content, implementation formalities are under the guidance of the central government, the activities on Day of Laws in Binh Duong Province have some new features of various topic such as environment protection and traffic safety amongst others.   As for formality, not only the legal dissemination is concentrated but many activities of modelling is also conducted. The highlighted event is the meeting on November 8 at Di An Town Administrative Center.

Legal books and other legal documents shall be offered to local libraries of localities and schools in the province while individuals shall be praised for their contribution into legal dissemination and education.  Also at the meeting, PPC will launch writing contest "Learning about the Constitution of the Socialist Republic of Vietnam" across the province.

According to the plan of the province, the contest results shall facilitate attendance at central government contests.
