Economic development must be for people’s happiness

Yesterday (November 7), a delegation under the group 2 of the Steering Committee summarizing a number of theoretical and practical issues on the path towards socialism in Vietnam over the past 40 years, led by comrade Tran Tuan Anh, Politburo member, Head of the Central Economic Commission, surveyed the development of a socialist-oriented market economy in Binh Duong province and worked with provincial Party Standing Committee. Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation and other provincial leaders received the delegation.

Many outstanding achievements

For the development of a socialist-oriented market economy in the province, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee emphasized: On the basis of theoretical awareness, viewpoints and policies of the Party on the development of a socialist-oriented market economy, after more than 25 years of construction and development, Binh Duong has focused on transforming the local development model, switching from an underdeveloped agricultural economy, relying heavily on economic sectors with State capital to a multi-sector economy, taking the State economy as the leading force and the private economy and foreign-invested economy as the main driving force in industrial, urban and service development. Together with economic development, the province has always focused on taking care of and developing all aspects of social and cultural life, constantly raising living standards, improving the local people’s material and spiritual lives.

Provincial People's Committee Chairman emphasized 7 achievements done by the province in various fields, including stable economic development; growth rate maintained at a fairly high level; increased scale and potential of the economy and improved growth quality, bringing huge changes to Binh Duong in the process of innovation and development. The mechanism for allocating resources and distributing results is created on the basis of a fully and synchronously operating economy under the objective rules of the market economy with diverse forms of ownership and diverse forms of organization in production and business. Economic sectors are equal, cooperative and competitive to develop together under the law. Natural resources management, environmental protection and response to climate change have seen many positive changes. Economic growth has been linked with ensuring sustainable development, progress and social justice, health and education development. The province has also been proactive to integrate internationally, build partnerships and cooperate with international organizations, expand multilateral and bilateral relationships, organize many important foreign events, create a favorable environment for investment cooperation, trade promotion and exchanges in many fields; perfected institutions on combination for economic development with ensuring national defense and security; well implement solutions to maintain political security, ensure social order and safety.

Clarifying theory on development model

At the meeting, delegates focused on discussing and analyzing results done by Binh Duong over 40 years of implementing socialist-oriented innovation and more than 25 years after separation from Song Be province. Many delegates shared the same assessment that after 25 years of development, Binh Duong has made impressive changes. The province has created a favorable environment for investors while taking the leading role in State-owned enterprises. The province's economic structure has shifted very quickly towards modernity with the local economic growth model increasingly relying on science, technology and innovation. All opinions evaluated that Binh Duong's development model after more than 25 years of construction and development need to be supplemented and perfected based on the basic "Three pillars": Constructive government - People's companionship – Enterprises’actions. Particularly, constructive government is to orient, determine goals, set up plans and form specific policies on the basis of responding and absorbing central policies. The government calls on the people to accompany, support businesses to take action and mobilize resources to serve. The government creates and ensures fair distribution of resources, shares both successes and failures with businesses, but does not act on behalf of them. It can be seen that although not being new, Binh Duong's "Three Pillars" model is very modern, ensuring compliance with the rules of the market economy, but still ensuring a socialist orientation, for the common development goals of the province and nation.

Speaking at the meeting, comrade Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation emphasized: The Party Committee and people of Binh Duong for many generations have been aware of economc development that must be for the happiness of the people and leave no one behind while taking people as the center, the subject, driving force and goal of economic development.

Concluding the meeting, Comrade Tran Tuan Anh, Member of the Politburo, Head of the Central Economic Commission spoke highly of preparations of provincial Party Committee in creating favorable conditions for the delegation to complete its tasks. He said the discussions were very frank, responsible and enthusiastic between the delegation and provincial leaders... The major contents exchanged and discussed all closely followed the summary outline of 40 years of innovation, especially in the development of a socialist-oriented market economy. The exchanges and discussions were presented very closely to reality as well as clearly presenting the local awareness and viewpoints on the socialist-oriented market economy model while carefully evaluating breakthroughs in thinking and creativity in the Party's theory, especially with models in developing the market economy to clarify as requested by the summary steering committee as a basis for conclusions to continue perfecting the Party's theory in the coming time...
