In 2018, under the leadership and direction of Provincial Party Committee, supervision of Provincial People's Council, drastic direction of Provincial People's Committee, socio-economic sectors overcame many difficulties, continued to gain excellent results. Most important targets were fulfilled and exceeded. The people’s material and spiritual lives was further improved, defense and security in the province was secured... These good results were the foundation and motivation for the Party, government and people of Binh Duong to strive more to complete objectives and tasks set out in 2019.

To improve the quality of growth

The quality improvement of sustainable growth is one of the province's economic development goals in 2019 and the following years. In order to realize this target, regarding manufacturing sector, the province will restructure manufacturing sector in the direction of prioritizing, attracting and developing auxiliary industries, modern industries and advanced techniques; refining, supplying raw materials, contributing to increasing the localization rate of products. Besides, the province will speed up setting up progress of the project for hi-tech industrial park, industrial zone and cluster for auxiliary industries to serve SMEs; promulgating regulations on the allocation of industrial production projects, and mechanisms, policies to encourage industrial production enterprises in the south to convert their functions into commercial, service, urban and high-tech industries.

Along with restructuring manufacturing sector, the province will continue to focus on fields, like: trade, services, import and export. In the short term, the province will enhance the implementation of Program 24-Ctr/TU on 16 Aug 2017 of Provincial Party Committee on developing high-quality services for industrial and urban development in the period of 2017-2020; developing logistics services, stabilizing export turnover and trade surplus; organizing dialogue programs, meetings with enterprises and industry associations to solve difficulties and problems in production and business; enhance socialization in commercial infrastructure development towards civilization and modernity; market management, anti-commercial fraud, ensuring consumer rights; Striving to increase the added value of service sector by 10.6% in 2019, total retail sales and service revenue to increase by 18%, export turnover to increase by 15.5% compared to 2018.

One of the most important tasks of the province is the continuous improvement of the investment environment. At the 21th conference of Provincial Party Executive Committee, Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, stressed: In 2019, the province will continue to improve the investment environment, create favorable conditions for business households to switch to enterprises; Encouraging cooperation and alliance among enterprises in the production and business process. On the other hand, there will be solutions to anticipate investment trends after the province successfully organized WTA, Horasis events. At the same time, the province will continue to attract selectively foreign investments, prioritize the use of high technologies, environmentally friendly, capable of contributing and spreading, combining with supporting industries.

To focus on cultural and social development

According to Provincial People's Committee, along with economic growth, in 2019, the province will continue to focus on socio-cultural development, ensuring social security, improving the people’s material and spiritual lives. Namely, in 2019 the province strives to reduce the rate of poor households to below 1.5%, create jobs for about 45,000 laborers with the rate of trained laborers to achieve 78%. In addition, the province will mobilize resources to implement the national target program for sustainable poverty reduction; well implement gratitude policies, take care of policy families and people, and vulnerable people to improve people's living standards. Regarding people's health care, the province strives to implement well health care for people, ensure food hygiene and safety, prevent epidemics. On the other hand, the province will accelerate the investment of 1,500-bed Provincial General Hospital.

In field of education and training, the province continues to invest in material facilities, equipment and human resources, ensuring school safety and hygiene, striving for 71.08% schools to meet national standards, at the same time, well carry out well tasks, like: classification, career orientation for students, development of educational socialization. To culture, sports and tourism sectors, the province will accelerate the investment, exploitation and efficient use of cultural institutions, accommodation and advertising; advertise and call for investments in tourism development of the province.

Apart from the key tasks in fields of culture and society, the propagation and dissemination on guidelines, policies, laws of the State, government , directions of branches, outstanding events... among all people 's strata will be focused on. The province will effectively implement the provincial e-government architecture; expand and improve the efficiency of online public service delivery at level 3 and level 4; accelerate administrative reform; improve indicators related to administrative reforms such as: provincial competitiveness index (PCI); provincial governance and public administration index (PAPI), public administrative reform index (PAR INDEX).

As a province with the highest industrial growth rate, the annual population increases strongly. In addition to meeting the labor demand for economic development, the mechanical population increase has put great pressure on the implementation of social security policies of the province such as: Health, housing, traffic and social security. However, the province has paid attention to well implement social security policies, considering this as one of the central tasks.

Speaking at the eighth session of Provincial People's Committee (9th term), Tran Van Nam, Member of the Party Central Committee, Secretary of Provincial Party Committee, Head of Provincial NA’s delegation, stressed one of the key issues in 2019 was: Paying attention to solving social issues, especially in education, housing, employment, entertainment for people and workers. "We must ensure that all the people in the province are fully enjoying the development of the province”, said Mr. Nam. Economic growth coupled with the development of cultural and social fields, implementation of social progress and justice, improvement of people's living standards, is always the objective of Binh Duong province.

In 2019, to uphold the heroic revolutionary tradition, with the efforts of the whole political system, business community and people in the province, Binh Duong province is expected to overcome difficulties, fulfill goals and tasks of 2019, creating a solid foundation to implement successfully the 10th Provincial Party Resolution, building Binh Duong province as a civilized, rich and beautiful city, and a smart city in the future.
