Legal dissemination at enterprises boosted to help employees identify and stay away from evils

The competents have carried out many practical activities to improve legal knowledge for workers. In particular, the information and communication on tricks of various crimes, especially "black credit", receive much attention to help employees understand and take preventive measures.

Improve legal knowledge for employees

Currently, some groups take advantage of the common difficult economic conditions and employees facing financial difficulties to do "black credit", causing many consequences and affecting badly social security and order. Facing the above situation, the police has taken synchronous measures to prevent and fight, in which the legal dissemination is boosted by competent units to help employees know methods, tricks, and avoid this crime.

Senior Colonel Nguyen Tan Vu, Deputy Head of Di An City Police Department, said that the city put more effort on propagating the law in many forms among workers in the area. Accordingly, local police regularly organize roving legal dissemination sessions by vehicles in residential areas, markets, and complicated crowded roads. In addition, the police also distributed thousands of leaflets about legal dissemination, being vigilant about the situation and operations of various fraudsters who appropriate property via social networks, "black credit" for employees; posted on social networking sites and 30 Zalo groups managed by Di An city’s police; maintain the installing, exploiting, and using loudspeaker system to disseminate laws at traffic intersections.

In order for workers of companies, factories located in the city to regularly absorb the knowledge of the law, Di An City police coordinated with companies in Song Than Industrial Park and Tan Dong Hiep Industrial Park to broadcast at workers break, lunch time. Selected contents for propagation include information on methods and tricks of criminal activities; escape skills when a fire occurs; be aware of harmful effects of e-cigarettes…

Meanwhile, Lieutenant Colonel Nguyen Van Canh, Chief of Police Station of Song Than Industrial Park (Di An City), said that they established and operated four Zalo groups. Through these Zalo groups, officers of this police unit transmitted many contents to companies and factories, helping employees know about fraudulent behaviors, be wary of tricks to rob money and assets when workers withdraw money at ATMs, and social evils in companies and factories.

In Thuan An city, the legal dissemination for employees is always a concern to the local authorities and is identified as one of the important tasks contributing to the protection of social security and safety at grassroots level. According to Phan Thai Son, Chairman of the People's Committee of An Phu ward, Thuan An city, the ward has over 120,000 people, of which the number of workers living in lodging houses accounts for over 80% of the local population.  In order for workers in An Phu ward to regularly learn legal knowledge, through the ward's loudspeaker clusters in the morning and late afternoon, legal information was disseminated. Through enhancing the effectiveness of lodging house owners’ clubs, crime prevention and control clubs, and Management Board of five quarters, An Phu ward distributed over 20,000 leaflets for legal dissemination to the workforce in the ward.

Help employees overcome difficulties

Apart from legal dissemination, the authorities also support and create favorable conditions for employees to access preferential capital sources to stabilize their lives, overcome difficulties, and stay away from "black credit" traps. According to a representative of Provincial Labor Confederation, many workers are entangled in "black credit" because of unexpected difficulties that they cannot manage in time. In order to promptly support poor workers, Provincial Labor Confederation established a Support Fund in 2020. The fund supports cases having extremely difficult circumstances, fatal diseases, occupational accidents and other risks with the amount from 4 to 10 million VND/case. Up to now, the fund has supported 747 cases with an amount of nearly 7 billion VND.

In addition, CEP Fund has helped provincial workers get loans with low interest rates and stay away from "black credit". Up to now, in Binh Duong, there are 2 branches of CEP to support employees. Only at CEP Thuan An branch, there have been more than 74,000 times of employees getting loans, each loan is from 10 to 50 million VND/person/time, with a loan balance of more than 1,600 billion VND.

In addition, in order to help workers access capital, the Vietnam General Confederation of Labor also cooperated with two finance companies under HDbank and VPbank to save VND 20,000 billion for employees’ loans. Each bank saves a package of VND 10,000 billion with an interest rate equal to 50% of the current market interest rate to lend to all the legitimate needs of workers. These units conducted surveys and worked with some businesses and employees in the province to disburse loans.
