Local sector of natural resources-environment strives to surmount difficulties

In 2015, the province’s sector of natural resources-environment overcame difficulties to fulfill entrusted tasks.

State budget collection on rise

Despite difficulties, the province’s sector of natural resources-environment last year tried its utmost to ensure State budget collection. Particularly, the sector’s total revenue reached nearly VND4.4trillion or 16.2% of the province’s total revenue and up 35% compared to 2014.

All units under provincial Department of Natural Resources and Environment also made efforts in creating their revenue. Noticeably, the Land Registration Office achieved VND69bln in revenue; the Center for Surveillance and Technology of Natural Resources and Environment with VND25bln or 100% of the year’s plan.

Nguyen Hong Nguyen, Deputy Director of provincial Department of Natural Resources and Environment (DoNRE) said that the sector has continued advising provincial People’s Committee on reforming administrative procedures in the field of natural resources-environment. As of 2015, the whole sector systematized a total of 63 valid legal documents on natural resources and environment. The task has contributed to perfecting policies towards an open legal mechanism in investment attraction, promoting the local socio-economic development.

The sector also took advantage of Official Development Assistance (ODA) loans to serve waste treatment and collection projects; simultaneously upheld the effectiveness of provincial Environmental Protection Fund by providing enterprises with loans to build waste treatment works to improve environmental pollution…

However, according to leaders of provincial DoNRE, environmental pollution has still existed in some areas in Thuan An, Di An towns, North Tan Uyen district…This is due to the local rapid urbanization process, making some breeding households, traditional pottery kilns not yet adapt severe requirements regarding environment in residential areas.

Proactive to combat climate change

The biggest objective of the sector in 2016 is to drastically make administrative reform to be proactive in combating climate change while strengthening control over natural resources and environment…, according to provincial DoNRE Director Pham Danh.

This year, the sector will continue well advising provincial People’s Committee on promulgating legal documents in terms of natural resources-environment in association with the 2014 Law on Environmental Protection, the 2013 Law on Land; the Plan on Water Source in the 2016-2020 period, the Plan on Exploitation of Building Materials in the 2016-2020 period…The sector will also absolutely tackle businesses in the removal list and those discharging waste water into Ba Bo canal, Bung Cu stream, Siep stream…

Mai Hung Dung, Vice-Chairman of provincial People’s Committee said that the formation of provincial Land Registration Office and provincial Land Fund Management Center has positively contributed to the local investment attraction.

Also according to Mr.Dung, the sector needs to have development steps corresponding with the local rapid development of industrialization and urbanization. One of the sector’s most important tasks is to proactively combat climate change. The sector’s staff also need to improve their competence and say no to negativity…
