To promote investment proficiency into socio-economic development from State budget, sectors and agencies are required to make greater efforts in the face of on-going difficulties.

 

Great budget collection

 

In reporting to Budget Board under People’s Council recently, a leader of Department of Natural Resources and Environment (DONRE) confirmed that production and consuming market have been maintained irrespective the impact of global economic downturn. By the end of Q3 of 2011, budget collection has reached VND 17,309 billion or 93% of estimation and 20% higher than last year.

The leader asserted that the results are promising for better budget collection by year end.

 

Accordingly, centeral government’s rubber company has paid VND 564 billion in tax types to the budget thanks to its average 70% increase of price. Binh Duong EVN paid VND 30 billion; local state-own enterprises paid majorly by Trading, Investment, and Industrial Development company at VND 369 billion; Binh Duong Tobacco paid over VND 89 billion; Ngoi Sao (Star) Automobiles Joint Venture paid VND 122 billion in special tax; FrelandCampima Vietnam (Dutch Lady milk) paid VND 140 billion; Sai Gon Binh Tay beer factory paid VND 360 billion in special tax. In the meantime, personal income tax (PIT), which is emerged from investment capital and real estates transferring, reached VND 1,041 billion or 97% of estimation.

 

Concept of budget collection by tenure to be abolished

 

In the bigger picture of global economy, Mr. Vo Van Minh, Provincial Youth League Secretary showed more concern with small and medium enterprises (SMEs) which are facing great difficulties in market competition, investment capital and interest rates. Binh Duong Province is attractive to SMEs which are of rather big portion of the economic structure; therefore, specific sector or enterprises being affected should be taken into consideration. According to Mr. Huynh Dinh Tri, Deputy Director of Binh Duong Tax Department, high inflation would eventually influence real estates and brought about impacts on capital construction. SMEs in fields of construction materials in Binh Duong Province will all be influenced.

 

As the matter of fact, Deputy Chair of Provincial People’s Council cum Head of Budget Board, Mrs. Tran Thi Kim Van has suggest to abolish the so-called “tenure” concept which has been prompting sectors and agencies to rush for achievements.

 

“We should get out of the pathway of ‘this year should be higher than last year’ to net for people’s help and nourish in-depth budget collection,” Van said in confirming improvement of inspection and check-up quality.

 

She also called for innovation of performances to widely spot out issues of socio-economy. Delegates and members to her board were also called upon to be more responsible in terms of management and responses.
