Under Circular No. 21/2013/TT-NHNN dated October 23, 2013, to open new transaction office, commercial banks should meet the requirements of being more than 12 month old of operations, actual value of charter capital not lower than legal capital in the previous year of the establishment year. Business operation should be profitable as recorded by audited financial statements of the previous year to the year of request. Ratio of bad debts against total balance of the previous year to the year of establishment should not exceed 3%.
